Recently, the Kroenke Organization unveiled plans for a major 52-acre development in our community, named Rams Village at Warner Center. The long awaited news of their plans confirms that a Rams Village at Warner Center would bring a lively new environment to our City. I am grateful to Stan Kroenke and the Kroenke Organization for choosing to invest in our community in a project that could be transformative for our community. 

This proposed development is part of the 100-acres acquired by the organization in 2022 and will house the Los Angeles Rams' permanent headquarters and training facility. Designed by the renowned architecture group, Gensler, the proposed mixed-use project will feature residential, retail, office spaces, a hotel, indoor entertainment venues, and abundant parks. In addition, it will also offer over four acres of publicly accessible open space and an additional 5.5 acres of community spaces. This new pedestrian-friendly neighborhood needs to be built within the boundaries and guidelines of the Warner Center 2035 Plan and must align with local and state housing laws. It also must honor the conditions that were promised when the previous owner, Unibail-Rodamco-Westfield, entitled the land after engaging in extensive community input and going through the City’s approval processes. These include setting aside 5% of units for low income housing, 5% for workforce housing, and 5% for local worker housing. Any major changes would require a new city process that includes community input. 
The economic development possibilities coupled with the new open spaces and mixed-use developments, in addition to the Rams permanently making the Valley home, makes this project a potential winner for fans and local folks alike. We have a wonderful thriving community throughout the West San Fernando Valley and this proposed project can become an incredible forward leap in our continued growth and innovation.

The Kroenke Organization plans to submit formal applications to the City of Los Angeles in the coming months, so stay tuned for more updates.

Free Shredding Event Tomorrow, April 12th

Join Councilmember Blumenfield tomorrow, Saturday, April 12th at Winnetka Rec Center from 9am to 12pm for a Free Document Shredding Event. Blumenfield has rented two large shredding trucks for your convenience. So, in celebration of Earth Day and just because it's finally time to get around to safely disposing of your sensitive paperwork in an eco-friendly way, come to this great event. We cannot accept batteries, x-rays, 3-ring binders, metal hanging file folders, alligator clips, or other large pieces of metal (paper clips, fasteners, and staples are fine). Partnering with Hidden Hills to Solve Drainage Issue

For years, residents in Woodland Hills and Hidden Hills were concerned about a drainage channel along Orrville Avenue, situated between the two communities.The channel had been neglected for years due to unclear responsibility for its maintenance. This long-standing issue caused significant flooding on several properties in Hidden Hills during rainstorms. 

Councilmember Blumenfield worked closely with the City of Hidden Hills to resolve this problem by determining the proper maintenance responsibilities and addressing the accumulated debris. Through a collaborative effort, Blumenfield coordinated a one-time cleaning of the channel to bring it to a manageable state, enabling the private property owners to maintain it moving forward. The channel, which had been completely filled with dirt, vegetation, and mature palm trees, was thoroughly cleared and the flooding issue has been resolved. Blumenfield thanks the City of Hidden Hills for their partnership and efforts working together to solve a long-standing issue that impacted both communities.

Just Cause for Eviction Ordinance Overview

The Just Cause for Eviction Ordinance (JCO) went into effect on January 23, 2023 and provides eviction protections for tenants who reside in rental units not covered under the Rent Stabilization Ordinance (RSO), including the payment of relocation assistance if the tenant is evicted for no fault of their own.

Property owners who rent their single family home, condos and other units received a notice from the City recently saying they need to pay $23 for the new Just Cause Eviction Protection ordinance administrative costs. Inevitably, some owner-occupied units may also have mistakenly received this bill.  If they did, they can request an owner occupancy exemption and avoid paying the bill. Small Business Outreach

Each month, Councilmember Blumenfield conducts Small Businesses Outreach by visiting storefronts and offices in different areas of the 3rd District. This month he visited several businesses along Fallbrook Avenue in Woodland Hills. These visits provide Blumenfield a chance to share information about City resources and programs to folks who can take advantage of the information to help grow their business. Equally important, it provides an opportunity for him to get direct feedback and learn how his office and the City can better serve and support our local business community. 

During Blumenfield's latest door-to-door small business outreach, he met with several new businesses that are worth a visit including Wana's Hair Studio, A.P.A. Automotive, Jim's Fallbrook Market, and Merri's Dog Grooming Palace.

Request for Proposals: Language of the Cosmos

The City of Los Angeles Department of Cultural Affairs (DCA) Performing Arts Division (PERF) is commissioning artists in dance, music, theater, and media as part of the annual Language of the Cosmos project at the Taxco Theatre in Canoga Park. This initiative will fund eight performing or media artists and three youth development organizations to participate in a festival-style weekend of performances, community workshops, and multimedia installations. The event is inspired by the cosmos, featuring the sounds, visuals, and wonders of the universe.

DCA is inviting local artists to collaborate with NASA’s Jet Propulsion Laboratory (JPL) on new creations or reimagining existing works. This partnership celebrates the intersection of art and science, drawing on JPL's history of supporting creative projects inspired by space exploration. Help Shape the Future of LA Parks

LA Recreation and Parks is looking for input to guide future park investments. The assessment will guide how Rec and Parks grow and invest in the park system for decades to come. Complete the online survey by April 15th and participate in Phase 2 of community meetings. Details can be found here.

Around Town

Councilmember Blumenfield was happy to join community leaders to celebrate the completion of the West Valley Food Pantry's new facility. The new facility consolidates all of WVFP’s operations under one roof, improving efficiency and accessibility for the thousands of individuals and families relying on its services. 
Winnetka Rec Center hosted the annual Eggstravaganza where local youth enjoyed the festivities and snow cones courtesy of Councilmember Blumenfield. Blumenfield shared a booth with the Winnetka NC who also held a successful community LA River cleanup in collaboration with LA River Walkers and Watchers earlier that morning.
Councilmember Blumenfield noticed the missing A in the “Sherman Way Reseda” sign on Sherman Way east of Wilbur Ave. He worked to get it replaced as well as have all the letters to be more secure than ever. A similar sign on Reseda Blvd going north from Victory Blvd will be restored soon.
