City of Edmonton and CSU 52 finalize new collective agreement

The City of Edmonton and Civic Service Union (CSU) 52 have officially reached a new collective agreement. 

Today, City Council voted to accept the tentative agreement that was ratified by CSU 52 members on May 15, 2025, finalizing the bargaining process. 

“This agreement is the result of many hours of collaborative negotiations and provides stability and certainty for the City and its approximately 5,000 technical, professional, administrative and clerical CSU 52 employees,” said City Manager Eddie Robar. “The agreement meets the needs of employees who provide important services to Edmontonians while supporting the City’s overall financial sustainability.” 

“This agreement brings stability to our members and reflects progress in the way we work together,” said CSU 52 Acting President Maihzy Patel. “We’re pleased to see improvements to wages and benefits that support the wellbeing of our members and acknowledge the important work they do for the city.” 

The terms of the three year agreement - from December 29, 2024 to December 11, 2027 - include the following wage increases: 
  • 2025: 2.75 per cent increase 
  • 2026: 3 per cent increase 
  • 2027: 3 per cent increase 

Additional highlights of the agreement include increased shift differential pay, increased safety boot subsidy, and enhancements to health benefits. 

The City is actively working to implement the agreement.
