Dear Friend:

To help address the crisis of homelessness, five years ago, I led the effort to create the Tarzana Cabin Community with the help of the non-profit Hope the Mission (Hope). Wedged on Metro property on Reseda Blvd and Oxnard, we were able to open 74 ‘cabins’ with beds, AC, and heat, along with services to help people on our local streets have an opportunity to turn their lives around. While it was always meant to be a temporary site, I’ve informed the community that by the end of 2026, the Tarzana cabins will permanently close and the lot will be returned to Metro. 

Since 2021, I have made creating new housing alternatives throughout the district for unsheltered folks a top priority. When I was first elected we had no homeless interventions, but since then we have converted hotels, opened new permanent and affordable housing buildings, built a bridge home, developed safe parking and other types of interventions and services to help address the biggest continuous crisis our district and city has faced. The Tarzana cabins were but one of these projects.

Importantly, current Tarzana clients will not be forced onto the streets. We are working with Hope and other non-profits to ensure that every person continues to have a roof over their heads, with services provided. Learn more about the demobilization efforts here.

I am grateful for the partnership of Hope and the residents of Tarzana for being part of the solution to homelessness. While more details are currently being finalized, my staff and I will continue to update our community as this process continues. Reseda Ice Rink Update

Quick update on the construction at the Reseda Ice Rink: the roof’s steel frame and membrane installation is now underway! While there have been some unexpected delays, we’re making steady progress and getting closer to the grand opening. Stay tuned for more updates.

Responding to the Recent ICE Raid in Reseda

While there has been a lot of attention recently in other cities like Chicago and Portland, ICE raids in Los Angeles have not stopped. Earlier this week, just a few blocks from Councilmember Blumenfield’s office, about 20 masked agents jumped out of vehicles at a Reseda car wash and, within minutes, took four employees. They didn’t have warrants and they didn’t properly identify themselves. Team Blumenfield continues to gather as much information as possible and are connecting families with immediate legal representation.

Among those taken was a diabetic senior who has lived in the city for 40 years and became seriously ill while in custody, as well as a father of two U.S. citizen children who has lived in the U.S. for over two decades with no criminal record. 

Blumenfield emphasized that these heartbreaking stories are happening all over the country and our community is not immune. Many of those being detained have deep roots in the community—having lived, worked, paid taxes, and raised families in the city for decades. The City will continue to amplify affected voices and use every tool within its jurisdiction to support families impacted by ICE raids. While securing our borders and immigration reform/enforcement is appropriate, warrantless searches, cruelly separating families, extrajudicial abductions and detentions, racial and ethnic profiling and inhumane treatment of detainees is ‘unamerican,’ unconstitutional and a frighteningly familiar precursor to authoritarianism.

Addressing Copper Wire Theft

Copper wire and metal theft has plagued the City in recent years, leaving streetlights out for months and costing the City millions of dollars per year to repair the damage and fortify the system. With Councilmember Blumenfield's strong support, the City Council recently approved a reward program for information leading to the conviction of persons for metal or wire theft: $5,000 for a felony conviction, and $1,000 for a misdemeanor conviction. Blumenfield knows that these rewards work. Last year, he offered a reward after copper plaques honoring local teachers through the Walk of Hearts program were stolen, and that quickly brought forth information leading to the arrest and conviction of the thief. If you see something, say something. And you might be rewarded in the end.

Cooler Streets in Winnetka

Greening the Valley and combating climate change are a few of Councilmember Blumenfield's top priorities. Climate change is an undeniable reality as can be seen from the record breaking temperatures in the West Valley.

Recently, City crews were in Winnetka installing additional cool pavement, a highly-reflective pavement coating that reduces surface temperatures and helps mitigate the urban heat island effect. Research has consistently shown that cool pavement, when combined with increased tree planting, can significantly lower temperatures in both the pavement and surrounding neighborhoods. Blumenfield has been a champion of cool streets and made sure that both the
first cool public street in the nation and the first public street neighborhood of streets were constructed in his district. He is encouraged by the latest progress and looks forward to the continued benefits of this initiative.

A Greener Future with SB 279

Recently, Governor Newsom signed SB 279, a landmark bill that expands composting capacity across California. Blumenfield had gotten the LA City Council to support this legislation which enables farms and community composting sites to process larger volumes of organic waste, such as food and yard trimmings, more efficiently and with fewer regulatory barriers. 

Food and green waste decomposition is one of the largest sources of greenhouse gas emissions and other pollutants. Thanks to the leadership of Governor Newsom and Senator McNerny, SB 279 opens the door for communities to do more in the fight against climate change. Councilmember Blumenfield looks forward to working closely with LASAN and community members to reduce emissions and save taxpayers millions of dollars. By acting quickly and strategically, the City can redirect hundreds of tons of organic waste into more effective, local composting solutions, thereby cutting emissions and supporting sustainable waste management.

Save The Date 11/12- Charter Commission Coming to the West Valley

As you may know, a Charter Reform Commission has been meeting to review and discuss potential changes to the LA City Charter, with a goal to present amendments to the voters in November 2026. The Commission’s Government Structure Committee will meet in the West Valley on Wednesday, November 12th at 2pm at Pierce College, 600 Building, 6201 Winnetka Ave in Woodland Hills. October is Domestic Violence Awareness Month and Councilmember Blumenfield led the effort to light up City Hall in honor of survivors and to raise awareness about the impact of domestic violence, which affects families across all backgrounds. Councilmember was proud to join Hope the Mission at their annual Gala and in honoring Dave Grohl for his years of artistic and charitable contributions to Los Angeles. 
Councilmember Blumenfield stood in solidarity with registered nurses and healthcare professionals from UNAC/UHCP, supporting their call for fair contracts and safer staffing across local hospitals.
The Valley Economic Alliance honored Councilmember Blumenfield for his dedicated public service and enduring commitment to strengthening and uplifting small businesses across the Valley.
