189th Pump Station and Pipeline Project:
November 2025 |
Dear Valued Customer,
Construction on Tualatin Valley Water District’s (TVWD) 189th Pump Station and Pipeline Project has entered its final few weeks! Thank you for your patience, understanding, and support during this work.
Please continue to avoid walking in or around the project sites for your safety and the safety of the crew.
This $16.5 million project – funded by customer water rates and $3 million in state support – will make your water supply more reliable. The new pump station is already serving the Cooper Mountain area. It will also start delivering water from the Joint Water Commission and TVWD’s new Willamette Water Supply System by mid-2026.
November 2025 Project Progress
The contractor started removing equipment and temporary buildings from the 189th site, the Goyak site, and the staging area near SW Kemmer Road.
189th Site Work:
- Installed new 8-foot-tall fencing around the property.
- Rebuilt the driveway at SW Hart Road.
- Added bollards, a new light pole, and security gates to improve safety, access, security, and visibility.
Goyak Site Work:
- Repaved the Goyak site entrance on SW 189th Avenue and repaved the section of SW Rigert Road west of SW 186th Avenue. Although backfilling work remained, crews elected to use a good weather window in November to finish this before December’s uncertain conditions since paving requires favorable temperatures and dry weather to be done properly.
- Added drain rock and began backfilling the old reservoir and pump station areas to stabilize the ground. A street sweeper helped reduce mud tracked onto nearby roads by dump trucks. Winter weather – wet soil, freeze-thaw cycles, and poor traction – made this work challenging.

Work in December
The contractor will complete final “punch-list” items and walk-throughs at both sites. They will also submit final documents, manuals, warranties, and as-built drawings to TVWD.
At the Goyak site, crews will finish grading, landscaping with eco-prairie seed mix, and installing new 6-foot fencing around the property.
Future of the Goyak Site
TVWD currently owns two properties that make up the Goyak site:
- 7992 SW 189th Avenue: TVWD will continue operating and maintaining water pumping equipment at this location. The final fencing will prevent pedestrians and vehicles from passing through on the private roadway.
- 18700 SW Rigert Road: This property will no longer be needed after the project is complete. TVWD staff will recommend that the Board of Commissioners declare it as surplus. If approved, it may be sold, which would reduce ongoing maintenance, security, and liability costs. While it remains in TVWD’s care, fencing will be completed, and the area will be lightly landscaped with eco-prairie seed mix.
Grand Opening
In spring 2026, TVWD will host a Grand Opening for the new 189th Pump Station. Nearby customers and community partners will be invited to visit the site and learn more. Watch for updates by mail, email, and on the project webpage.
