189th Pump Station and Pipeline Project

Construction on Tualatin Valley Water District’s (TVWD)
189th Pump Station and Pipeline Project is now complete.

Thank you to customers living and working near the project sites for your patience, understanding, and cooperation throughout construction. We recognize that this work
caused traffic impacts, construction activity, and disruptions, and we sincerely appreciate your support.

This $16.5 million project – funded by customer water rates and approximately $3 million in state support – strengthens the reliability of the water system serving your neighborhood. The new 189th Pump Station is already serving the Cooper Mountain area and will begin delivering water from the Joint Water Commission and TVWD’s new
Willamette Water Supply System in mid-2026, further strengthening system reliability.

Project Goals and Components 

The 189th Pump Station and Pipeline Project was designed to:
  • Modernize aging infrastructure
  • Address capacity limits
  • Improve long-term water service reliability for customers in the upper elevations of Cooper Mountain
Key project components included: 
  • Demolishing the existing pump station and reservoir at TVWD’s 189th property (SW 189th Avenue/SW Hart Road).     
  • Demolishing the existing pump station and reservoir at TVWD’s Goyak property (189th Avenue/SW Rigert Road).   
  • Building a new pump station at the 189th property.    
  • Installing new water transmission pipeline from the 189th property to the Goyak property.

May 2024: Work began at TVWD’s 189th property.
August 2024: The existing 2-million-gallon 189th reservoir was removed. The existing pump station stayed in operation until the new station was ready.
September 2024: New 4- and 8-inch water mains were installed on 189th Avenue, creating a “loop” in the system for better water flow. An 8-inch sanitary sewer pipeline was also installed from the new pump station to SW Bany Road.
November 2024: A new 16-inch transmission main was installed under 189th Avenue to carry water from the new 189th Pump Station, to the Goyak property, to the Cooper Mountain Reservoirs, and on to customers.
End of 2024: The new 5.2 million gallon per day pump station at the 189th property was taking shape.
Early 2025: Work began at the Goyak property to prepare for demolition of the existing reservoir and pump station.
August 2025: The new 189th Pump Station completed startup and testing and began pumping water to customers.
October 2025: Demolition of the existing Goyak Reservoir and Pump Station began.
November 2025: The existing Goyak Reservoir and Pump Station were removed, and the process of backfilling, landscaping, and fencing the site began, lasting until the end of 2025.
End of 2025: All water infrastructure was installed at the 189th property, including the pump station with four turbine pumps, a permanent backup power generator, surge tank and control system, stormwater detention area, and security gates.

Why This Project Was Needed

The former 189th Reservoir and Pump Station was aging and experiencing equipment challenges. In addition, water demand in the Cooper Mountain area had exceeded the facility’s capacity to reliably serve current customers and support future growth in higher elevations.

The Goyak Reservoir and Pump Station were difficult for operations staff to access, experienced groundwater intrusion, and required significant upgrades. Due to seismic deficiencies and the complexity of modernizing the facility, TVWD determined it was more effective to consolidate its function elsewhere in the distribution system.

The new 189th Pump Station and associated piping:
  • Replace both the former 189th and Goyak Pump Stations.
  • Push water to the Cooper Mountain Reservoirs on Kemmer Road, across from the Tualatin Hillsboro Park & Recreation District’s Cooper Mountain Nature Park.
  • Increase water service capacity by approximately 60 percent, supporting continued development and long-term water needs in the Cooper Mountain service area well into the future.

Final Project Activities

All project sites are now secure and restored. Minor punchlist items will be completed at the 189th property through January 2026.

In mid-2026, the 189th pump station will begin receiving and serving water to customers from both the Joint Water Commission and TVWD’s new Willamette Water Supply System and source, the Willamette River at Wilsonville.

Future of the Goyak Properties

TVWD owns two Goyak properties:
  • 7992 SW 189th Avenue: TVWD will continue operating and maintaining water pumping equipment at this location. New fencing prevents pedestrian and vehicle access through the private roadway. 
  • 18700 SW Rigert Road: This property is no longer needed for water system operations. TVWD staff will recommend that the Board of Commissioners declare it surplus. If approved, the property may be sold to reduce ongoing maintenance, security, and liability costs. Until then, fencing and light landscaping with eco-prairie seed mix will remain in place.

Grand Opening in 2026

TVWD looks forward to celebrating this major investment in your community. A Grand Opening event for the new 189th Pump Station will be held in spring 2026. Nearby customers and community partners will be invited to tour the facility and learn more about how it supports a reliable water supply for the region.
