Operational update on Residential Parking Ban

The City crews and contractors continue to make steady progress on residential roadway clearing, which is now 75 per cent complete. The Phase 2 Residential Parking Ban is on track to be completed by January 23 at 7 p.m., which is within established service levels for Priority 4 (residential) roadways. The parking ban started on January 12 at 7 a.m.

“As crews are in the final stretch of residential snow clearing, we are also starting to address other priorities along Priority 1-to-3 roadways. This includes picking up windrows where they are encroaching and narrowing lanes, as well as spot sanding and travel lane maintenance,” said Val Dacyk, General Supervisor of the Snow and Ice Control Program . “Alley clearing continues, along with work in school zones, where windrow pickup and removal is occurring overnight and on weekends. Crews will also begin clearing and removals on the City’s 3,000 cul-de-sac locations, as equipment becomes available from residential areas.”

What to expect
  • As they have since early December, crews continue to work 24/7 to address snow accumulation and traction concerns on roadways and active pathways. 
  • The Phase 2 Parking Ban remains in effect 24 hours a day until residential snow clearing is completed. Parked vehicles remain the most significant obstacle for the City to deliver residential roadway clearing. If vehicles are not moved, windrows may be placed around them, making moving the vehicles challenging. If too many vehicles remain on residential roads, areas may be rescheduled or skipped in order to maintain service level for all other areas. The City has enhanced enforcement by deploying additional enforcement officers to address low compliance rates during the current parking ban. Residents impacted by a parking ban in their area must move their vehicles to avoid a ticket. 
  • While the total duration of the city-wide Phase 2 Parking Ban is 14 days, the anticipated impact in each neighbourhood is approximately three days. Snow clearing crews and enforcement may arrive at any time during the 72 hours when the area is scheduled for clearing.
  • Residential snow clearing is done in two phases. The first phase is performed by graders, which may result in windrows along residential roadways, including at driveways and crosswalks. After that, within four hours of this service, a City skid steer crew will follow to clear 1.5 m width on driveways and crosswalks.
  • Forecasts predict snow, but at this time, accumulation is forecast to be minimal. Graders will continue conducting residential roadway clearing through to completion. This allows for contingency capacity, should the forecasted snow exceed expectations and the City's fleet of plows be required to restart service levels and address the Priority 1 inventory.

  • Residents subscribed to Service Notifications will receive an email or text message about 24 hours prior to the start of clearing at their location, as well as a notification upon completion.
  • Residents can view the Roadways Snow Clearing Map to see which roadways are scheduled, where City plows are operating and which streets have been completed by contracted graders.
  • An address look-up tool is available for residents online as part of the Snow Clearing Schedule to see when their location is scheduled for clearing.
  • Temporary yellow signs, placed at major entrances to neighbourhoods, will indicate when the parking ban is in effect in that area.
