Construction kicks off for Kiniski Gardens affordable housing development

A new affordable housing development in Mill Woods is one step closer to providing 68 new homes for Edmontonians in need.

Right at Home Housing Society broke ground Thursday on a project in Kiniski Gardens, one of 11 surplus school sites that City Council designated for new affordable housing. Supported by the federal government’s Housing Accelerator Fund (HAF), these developments will create more than 1,300 new homes, including roughly 950 affordable housing units.

“The increased cost of living means more Edmontonians are struggling to pay for rent and other basic necessities,” said Mayor Andrew Knack. “Supporting the creation of affordable housing like this project in Kiniski Gardens is one of the best tools we have to provide relief, reduce poverty and create safer communities.”

Originally earmarked for schools but later returned to the City, the surplus school sites were sold to affordable housing providers at a nominal cost, passing the savings on to tenants. HAF funding also enables the City to direct nearly $100 million to the 11 sites for land, servicing and construction costs.

“Edmonton families deserve homes they can afford in the communities they love. Today’s groundbreaking demonstrates how federal investments are helping make that a reality, with 68 new middle-class homes coming to Mill Woods,” said the Honourable Eleanor Olszewski, Canada’s Minister of Emergency Management and Community Resilience, and Minister responsible for Prairies Economic Development Canada. “This project is part of more than 6,000 new homes being built across our city with the support of a $202-million federal investment. By working with local partners, we are turning investments into real homes and stronger communities for Edmontonians.”

The $23.6-million Kiniski Gardens development will create a
townhome community with 34 three-bedroom units and 34 one-bedroom options. Residents will live within walking distance of transit, schools, parks and natural amenities, including Mill Creek Ravine.

It’s about strengthening an already vibrant community and creating opportunities for more families to feel safe, connected, and truly at home,” said Marisa Redmond, Executive Director, Right at Home Housing Society. “By investing in affordable housing, we’re investing in people, fostering a sense of belonging, and helping to build a stronger, more resilient community for generations to come."

The City invests in affordable housing by providing land and grants — in this case, land valued at $2.5 million along with a $3.4 million construction grant through HAF. By creating a pipeline of shovel-ready projects, the City helps affordable housing developments attract more funding from investors, including other orders of government. More than
$77 million in federal and provincial funding was recently announced for seven affordable and mixed-market housing developments on former surplus school sites, including $5 million for Kiniski Gardens.

“Projects like Kiniski Gardens show what can be achieved when governments and community partners work together to increase housing supply,” said Nathan Neudorf, Alberta's Minister of Assisted Living and Social Services, and Minister responsible for Housing. “Alberta’s government is proud to support this development through the Affordable Housing Partnership Program, helping create 68 affordable homes in Mill Woods.”

Non-profit housing providers for Edmonton’s surplus school sites were selected through a competitive process and announced in November 2025. Their projects will provide homes across the affordable housing spectrum, from
mixed-market housing to deeply subsidized housing for low-income individuals and families.

All projects will offer affordable housing for a minimum of 40 years, which is the maximum term the City can secure under the Municipal Government Act.
