Upcoming Pre-Planning Work for Future Cooper Mountain Pump Station & Reservoir 3 Project

Dear Valued Customer,  

Beginning July 13 through mid- to late August 2026, Tualatin Valley Water District (TVWD), your drinking water provider, will be working with a contractor to conduct pre-construction field investigations near your neighborhood. 

This work is part of the planning and design process for the future Cooper Mountain Pump Station and Reservoir 3 Project. No construction is taking place at this time. 

Crews will be working at the following locations:
  • TVWD properties at 18755 and 18888 SW Kemmer Road 
  • SW Kemmer Road between the roundabout at SW 175th Avenue and SW 190th Avenue

Why is this work happening?
TVWD is planning the future Cooper Mountain Pump Station and Reservoir 3 Project, which will replace the existing pump station and construct a new water reservoir at 18755 SW Kemmer Road.

Before the project can be designed, engineers need accurate information about existing underground utilities, soil conditions, and site characteristics. The information collected during these field investigations will help create a safer, more efficient design, reduce construction risks, and minimize future impacts to the community.

During these field investigations, you may see crews performing the following activities: 
  • Utility locates: Crews will identify and mark underground water, gas, electric, communication, and sewer lines. Locating existing utilities helps protect critical infrastructure, improves worker safety, and reduces the risk of service interruptions during future construction. 
  • Exploratory drilling: Small drill rigs will collect soil samples so engineers can evaluate ground conditions and design safe, reliable foundations for the new facilities. 
  • Geophysical surveys: Crews will use specialized equipment to gather information about underground conditions without extensive digging, helping refine the project design while minimizing unnecessary excavation. 
What to Expect
  • No action is needed from you.
  • Your water service will not be interrupted.
  • Crews will not enter private property.
  • There will be no digging or utility markings on your property.
  • Work will take place only on TVWD property and within the public right-of-way along SW Kemmer Road.
  • Access to nearby homes and driveways will be maintained.
  • Traffic control will be in place on SW Kemmer Road. Please follow posted signs and directions from flaggers.
  • Work will take place on weekdays between 7 a.m. and 6 p.m.
  • You may see temporary paint markings, flags, or stakes used to identify underground utilities and property boundaries.
  • Small test holes may be dug in the public right-of-way to locate utilities and verify soil conditions. These holes will be temporarily patched with asphalt the same day.
  • Vehicles and equipment will be staged at TVWD's Kemmer Road properties.
If you live near the project area, this early field work is expected to have only minor, temporary impacts. TVWD will continue to keep you informed as the project moves forward and will provide advance notice before construction begins in 2027. 

What’s Next? 
The information collected during this work will be used to complete the project design, obtain permits, and prepare for construction of the Cooper Mountain Pump Station and Reservoir 3 Project, which is planned to begin in fall 2027. 

When construction begins, the project is expected to include:

  • Building a new replacement pump station with a backup power generator
  • Constructing a new 2-million-gallon concrete water reservoir
  • Installing underground waterlines connecting the new facilities to existing reservoirs and the surrounding water system
  • Building a new stormwater detention facility
  • Installing new fencing and landscaping
18888 SW Kemmer Road
  • Demolishing and removing the existing pump station after the new facilities are operational
 Before construction begins, TVWD will provide additional information, including:
  • Planned construction schedules
  • Any expected water service impacts
  • Information to help you prepare for upcoming work
