We hope you all had a restful summer! There are several topics to share to prepare for the 2026-2027 school year.

We want to first apologize for the delays in posting testing windows for AASA, AzSCI, ACT Aspire, and MSAA. We are having very thoughtful conversations to ensure that we are meeting the requirements of HB2032 as well as minimizing potential impacts on data delivery timelines for the AASA, AzSCI, and ACT Aspire testing windows. For MSAA, we are waiting for the contract to be awarded so that we can confirm the preferred testing window. We appreciate your patience as we work through these considerations and will provide more information as soon as it is available. 

We have rolled out a new process for submitting the District Test Coordinator (DTC) Security Agreement Form. This process is now entirely online, making the process of collecting signatures from across the district more efficient. Please visit the District Test Coordinator Section of the Assessments website for a user guide and tutorial on the new process.

The Friday Focus Webinar series is expanding. Instead of our Assessments Conference this fall, we will be providing timely information on many assessment-related topics throughout the year. We will continue to record and post the webinars.

We are going to continue to offer Navvy for this school year. Please visit the Pearson Navvy Support Site for more information or to sign up.

Although we are still working toward virtual proctoring for online schools, this option will not be available for the Spring 2027 administration. We will provide updates as they are available.

All of our assessment Request for Proposals (RFPs) have been posted. AZELLA is excited to announce that Cambium is our new vendor. More information is available in the AZELLA section of this bulletin. The MSAA contract should be awarded later this summer and will apply to the Spring 2027 administration. The high school and AASA / AzSCI RFPs will be implemented for the Spring 2028 administration. There are no changes to our Achievement Assessment contracts this school year.

2026-2027 Friday Focus Webinars

The first two Friday Focus Webinars for this school year have been scheduled and are listed below. Additional webinar opportunities will be announced soon. District Test Coordinators will be emailed the complete webinar schedule when it is finalized, and the schedule will be published on the Statewide Assessments Webinars webpage. Webinars will be held on Friday afternoons, 1:00-2:00pm. Each session will be recorded and posted on our website following the live events.

Spring 2026 Score Reports

All districts and charters should have received paper copies of AASA, AzSCI, ACT Aspire, and ACT Individual Student Reports. Reports should be shared with teachers and parents as soon as possible.


Spring 2027 Statewide Achievement Test Windows

Due to the passing of HB2032, the Spring 2027 test windows for AASA, AzSCI, and ACT Aspire are still pending. We understand that schools, districts, and charters need these timelines for planning purposes, and our teams are working hard to finalize the dates as quickly as possible. Achievement District Test Coordinators will be notified via email, and our webpages will be updated, as soon as the test windows are finalized within the next few weeks.

The test windows that have been published for ACT are finalized and will not be changing.
Schools may utilize both ACT test windows in order to assess all Cohort 2028 students. Schools are encouraged to administer ACT during the first test window and may also use the second test window, as needed, to complete any makeup testing. Any schools that choose to administer ACT during only the second test window will not have an additional ACT test window to use for makeup testing. Test Coordinators will select the ACT test window for each school in the district or charter in ACT's PearsonAccess Next system in November 2026.

Schools should plan testing schedules thoughtfully within the established statewide test windows and take into consideration students' individual needs, including cultural or religious observations. Local scheduling decisions should be made to ensure that all students are given the opportunity to test within the required window. Per Arizona state policy, test windows cannot be extended for any reason.


Achievement Testing Mode

All statewide achievement tests (AASA, AzSCI, ACT Aspire, and ACT) are administered online by default. If any school wishes to switch to paper-based testing for any of the statewide achievement tests, a request must be submitted in the Achievement Testing Mode Application in ADEConnect, September 14 - October 9, 2026. A reminder email with further instructions will be sent to all Achievement District Test Coordinators when the application is open.

Please note the following additional information:
  • No action needs to be taken if school site(s) will administer computer-based assessments.
  • Only the Achievement District Test Coordinator can submit paper-based testing requests in the ADEConnect Application. 
  • Requests for paper-based testing will apply to the entire school.
  • A separate request must be submitted for each assessment, as applicable. 
  • Requests for paper-based testing require an explanation of special circumstances for which paper-based testing is needed.
  • All AzSCI paper tests are administered as Special Paper Version tests and require that all student responses be transferred into TestNav by a qualified Test Administrator prior to the end of the AzSCI test window. The qualified Test Administrator must have completed all required training and must have a signed 2026-2027 Achievement Tests Staff Security Agreement form on file with the district or charter.

PearsonAccess Next and TestNav

All of the statewide achievement tests, including AASA (Grades 3-8), AzSCI (Grades 5, 8, and 11 (Cohort 2028), ACT Aspire (Grade 9/Cohort 2030), and ACT (Grade 11/Cohort 2028), will utilize the PearsonAccess Next and TestNav platforms in Spring 2027.

TestNav Technical Requirements

Special Paper Version Tests

Arizona offers three paper test formats (braille, large print, and regular print) to meet the needs of students who cannot access the test content through computer-based testing. Requests for Special Paper Version tests must be submitted to ADE for review and approval September 14, 2026 - February 5, 2027. Submissions must include pages of the student's current IEP or 504 Plan that indicate the need for a Special Paper Version of the test or documentation of a parent's request for the student to take a paper test. Additional information about Special Paper Version requests will be sent to District Test Coordinators prior to the request window opening.


Additional Accommodations Requests

Requests for the additional accommodations listed below must be submitted to ADE for review and approval September 14, 2026 - February 5, 2027. Requests should not be submitted for Universal Test Administration Conditions and Universal Tools, as described in the Achievement Assessments Accommodations Manual. An updated 2026-2027 Achievement Assessments Accommodations Manual will be published on the Accessibility page of our website soon.

AASA and/or AzSCI
  • American Sign Language (ASL) test form
  • Computer-based test in a paper-based testing school
  • Assistive technology that is not included in the Achievement Assessments Accommodations Manual
  • Testing accommodations due to student injury as described in the Achievement Assessments Accommodations Manual
ACT Aspire
  • American Sign Language (ASL): Full Translation - This accommodation requires a paper test, one-to-one test administration, and must be administered during the paper-based testing window.
    • Please note: The American Sign Language (ASL): Directions Only accommodations does not require a request be submitted to ADE.
  • Computer-based test in a paper-based testing school
  • Speech-to-Text - This accommodation requires a paper test, one-to-one test administration, and must be administered during the paper-based testing window.

ACT Webinars

ACT and ADE have scheduled the following webinars for test coordinators in preparation for Spring 2027 testing. All District Test Coordinators with Cohort 2028 students are expected to attend each webinar or view the webinar recording after it is posted on the ACT-hosted website. Any updates for 2026-2027 testing will be presented. Webinar registration links are included below.

Alt ELPA Summative Reports

Alt ELPA Summative reports are available in the Cambium Portal. All current District Test Coordinators have access to view and download reports at any time. Two hard copies of student reports were mailed to LEAs in June. One copy should be placed in the student's secure file and the other should be sent home to parents or guardians.  

MSAA Reports

The MSAA reporting portal is available now through September 18, 2026. All District Test Coordinators must download their reports and save them according to local policy. MSAA reports will not be available after September 18, 2026, as the system is reset every year. Two hard copies of student reports were mailed to LEAs at the end of July. One copy should be placed in the student's secure file and the other should be sent home to parents or guardians. Parent guides were sent with the student reports and also go home to families. For additional copies or for the Spanish version, please download those from the Parents and Students tab on the Assessments website. 


Eligibility Determination and Student Selector Application

Alternate Assessment eligibility determinations are made annually for students in all grades. The student's current IEP must document all areas of the student's needs, including evidence of a significant cognitive disability, plans for learning academic content aligned with grade level standards, extensive support, and English language acquisition needs for English language learners. The eligibility determination form, which is part of the IEP, must synthesize the information as it pertains to assessment participation. Eligibility determination for Alternate Assessment should be made early in the school year, even if the student's annual IEP is due later in the year. IEP teams must also determine Alternate Assessment eligibility for English language learners with the most significant cognitive disabilities for participation in Alt ELPA.

Please notify your teachers early so that they are prepared to give the Alternate Assessment Test Coordinator their lists of eligible students this fall. Eligible students participate in MSAA ELA and Math (Grades 3-8 and Grade 11), MSAA Science (Grades 5, 8, and 11), and Alt ELPA Summative (Grades K-12). All students must be identified for participation in all Alternate Assessments (MSAA and Alt ELPA Summative) using the Student Selector Application, which is open from October 1 - November 30, 2026. Students who are eligible for alternate assessments and will need to take the Alt ELPA Screener are not identified in the Student Selector Application. Please see the following section for more information on registration for the Alt ELPA Screener.

The Alternate Assessment Participation Guidelines and Eligibility Determination form is being revised and updated for clarity. Alternate Assessment eligibility criteria have not changed. You may continue to use the 2025 version until the new version is posted. Alternate Assessment District Test Coordinators will be notified when the new form is available. 


Alt ELPA Screener

The Alternate English Language Proficiency Screener (Alt ELPA Screener) replaced the AZELLA Placement Test/Dynamic Screener for students who have been determined eligible for alternate assessments. Students who take the Alt ELPA Screener and are not proficient will need to be selected in the Student Selector Application for the Alt ELPA Summative. Alternate Assessment District Test Coordinators will submit the electronic Alt ELPA Screener Request Form for each eligible student. Please note that the eligibility determination form must be submitted with the screener request. Students will be added to TIDE for the Alt ELPA Screener by the Alternate Assessment Team.

Alt ELPA Screener results will be available in the Reporting Portal within 24 hours after testing is completed. Instructions for accessing reports are available in the User Guide under the Resources tab in the portal.


Change in District Test Coordinator

If there is a change in the District Test Coordinator at any point during the school year, the 2026-2027 DTC Test Security Agreement must be submitted and approved. Please fill out the form using the new electronic signature process.


1% Threshold

Under federal regulations, the State is required to "provide appropriate oversight to each LEA that the State anticipates will assess more than 1.0% of its assessed students...using alternate assessments aligned with alternate academic achievement standards." An LEA may test students who qualify for Alternate Assessment, even if that participation means that the LEA will exceed 1%. This is then addressed with an Action Plan that the LEA develops and submits to ADE as part of the monitoring requirement. Notifications and instructions for the 2026 administration will be sent to Alternate Assessment Test Coordinators this fall. The 1% Threshold does not apply to Alt ELPA.

The updated 2026-2027 Alternate Assessment Handbook will be sent to the Alternate Assessment District Test Coordinators and posted on the Alternate Assessment District Test Coordinators website. This handbook will have a list of important dates and step-by-step instructions for each activity. Please refer to this resource throughout the year to ensure activities are completed on time.

AZELLA Calendar

The AZELLA Test Administration Calendar for School Year 2026-2027 is available on the AZELLA DTC website.

This document includes important dates and tasks for each AZELLA test administration. It also includes the AZELLA Placement Test Cycle Calendar which helps DTCs identify when a student's EL services will pass integrity based on an AZELLA Placement - Dynamic Screener test record. We encourage all AZELLA DTCs to print these pages for reference throughout the school year. This calendar will be updated regularly. Please ensure you are viewing the most current version as noted on the website. 

The first day of school is when the AZELLA Placement - Dynamic Screener testing is required to begin.


2026-2027 Placement - Dynamic Screener Administration

Eligible students will be administered the AZELLA Placement - Dynamic Screener which is a Kindergarten through Grade 12 online assessment.
  • This is a 3-step screener.
  • Kindergarten and Grade 1 must be administered one-on-one.
  • Grades 2-12, Steps 1 and 2, are administered one-on-one. Students that advance to Step 3 may be able to complete it independently.
    • Headsets with microphones may be necessary for Grades 2-12 students who complete Step 3.
EL Group 8 students are students who have previously been identified as having an EL need but do not have an English language proficiency (ELP) record that identifies their current EL program eligibility status. These are students identified as EL Group 8 on the EL73 - EL Student Need Report and those with a red font message on their EL70 - ELP Student Test History Report. The EL Group 8 students have their own Placement test and must be identified as Group 8 in TIDE with their test registration.

Cambium and ELPA21

Cambium Assessment, Inc (CAI) provides a suite of independent and interconnected web-based programs and tools for AZELLA through a Single Sign On (SSO) system. AZELLA District Test Coordinators and other authorized personnel will require a login and password. Those who have had access to Cambium's Test Information Distribution Engine (TIDE) in a prior school year may be able to use their same credentials to gain access. ADE and Cambium are responsible for establishing the AZELLA District Test Coordinators' accounts, and then the DTCs must create their AZELLA staff accounts so that they can complete AZELLA ELPA21 training, access TIDE for test administration, and be able to view reports at the district -and school-level entities.

There is a plethora of valuable resources available in the AZ Portal. Time-sensitive announcements are included on the homepage and should be reviewed regularly. Information for Test Administrators and Technology Coordinators is at the forefront of this website. Technology Coordinators will also find the Secure Browsers important information. The ClearCourse Learning Management System plays a key role for AZELLA training and is available in the AZ Portal.

Test Information Distribution Engine (TIDE) Accounts


TIDE is the all-in-one secure control center for all test registration and administration tasks that users are required to prepare for student testing. TIDE is the main hub for managing entities in the test administration process, including users, students, rosters, and organizational components, such as districts and schools.

TIDE's interface includes administrative tasks that must be performed before testing begins and the tasks performed while tests are being administered to students. 

Test Delivery System (TDS)

Cambium provides a secure test environment that strictly controls access to test materials and protects testing data throughout transmission and administration. The TDS is a full web-based application that supports secure delivery of online tests to students. 

Centralized Reporting System (CRS)

The Centralized Reporting System (CRS) is an online reporting portal that provides districts and schools with access to student results such as the Individual Student Reports (ISR), summary reports, aggregate reports, and downloadable Student Data Files (SDF). Two printed copies of the ISR for the AZELLA Placement - Dynamic Screener and the Spring 2027 AZELLA Reassessment - Summative will be sent to districts. One copy must be kept in the students' cumulative files, and the other copy must be provided to the parent or guardian. The electronic ISR may be printed in English or in one of the other 15 languages that the CRS provides.

AZELLA Training

There are four parts to the AZELLA training. All AZELLA DTCs, STCs, and TAs are expected to complete their training and sign the 2026-2027 AZELLA Test Security Agreement prior to the administration of any AZELLA tests. These parts are explained in more detail on the AZELLA DTC website

AZELLA for Dual Label Students (EL and SPED)

All students, regardless of disability, who have a non-English/non-ASL Home Language Survey require an AZELLA test. There are no provisions, in either state or federal law, which would allow the exemption of English language proficiency testing for students enrolled in special education programs and who require an AZELLA test.

Accommodated Forms for the Placement - Dynamic Screener and the Spring Reassessment - Summative
  • Special Paper Version (SPV)
  • SPV Large Print
  • Braille
  • American Sign Language (ASL)
The AZELLA Additional Accommodations Request Form must be submitted to request an accommodated form, additional accommodations, or a domain exception for a student who has a documented sensory disability (for example: deafness or blindness) that precludes assessment in one or more domains of AZELLA prior to administering the AZELLA. DTCs must wait for ADE's response to the request and further directions from the AZELLA Team prior to administering the AZELLA. Each request form may take up to 4 weeks to process as communication between ADE and the district transpires. 

  • One submission is valid for both test administrations
  • AZELLA 2026-2027 Placement (Dynamic Screener) request forms - submission deadline is August 27, 2026. Submit early!
  • AZELLA Spring 2027 Reassessment Summative request forms - submission deadline is December 10, 2026
A separate accommodation request form must be used when an eligible student's only additional accommodation is to have additional time to administer the AZELLA. This form is submitted by the school and can accommodate up to 15 students in one submission.

  • This request is used for students with a current IEP or 504 Plan, and the ONLY additional accommodation that is needed is for additional time to administer the AZELLA.
Please note: For students who are eligible for Alternate Assessments and need an AZELLA, the AZELLA District Test Coordinator must contact their district's Alternate Assessment District Test Coordinator because these students must be administered the Alt ELPA, not the AZELLA.


ADEConnect - EL Reports and the AZELLA Corrections Application

The EL Reports available through the Assessments section of the ADEConnect include:
  • EL70 - ELP Student Test History Report
  • EL72 - ELP Test Roster Report
  • EL73 - EL Student Need Report
  • File Metrics (AZELLA Corrections)
PLEASE NOTE: Districts will be able to access a student's EL70 report within two (2) calendar weeks prior to their school enrollment date provided the school enrollment has been processed through AzEDS and passed Integrity. The date on which access to the student's EL70 Report is granted is 100% dependent on when the district's Student Information System has synchronized the student's school enrollment to AzEDS.


PearsonAccess Next 2025-2026 Reports and Student Data Files

All the 2025-2026 AZELLA Placement Test and Spring 2026 AZELLA Reassessment Test published reports and Student Data Files from PearsonAccess Next (PAN) (district- and school-level entities) must be downloaded and saved by September 30, 2026. After this date, these reports and Student Data Files will not be available as Pearson nor ADE keep these. Please refer to the PAN User's Guide document for detailed instructions.
AZELLAology banner
AZELLAology is an informal open invitation for AZELLA District Test Coordinators to attend a virtual call using the Microsoft Teams application (camera is not required) where the Arizona Department of Education (ADE) AZELLA Team answers AZELLA questions and shares AZELLA important information, news, guidance, and mini-tutorials about a variety of AZELLA-related topics.

These optional AZELLAology sessions will last about one hour and focus on a few specific AZELLA topics. ADE's AZELLA Team will answer individual session-specific questions during this hour. Sessions are not recorded or posted on the website; however, ADE will provide attendees with the presentation slides that we use for that session when requested. 

All scheduled Tuesday AZELLAology sessions, unless otherwise noted, begin at 8:00am and end at 9:00am. The link to attend a scheduled session, as well as the topics for each session, are posted on the AZELLA DTC web page under the AZELLAology section.

The invitation is open to all AZELLA District Test Coordinators; however, we strongly encourage first and second year AZELLA DTCs to attend regularly. The next two AZELLAology sessions are scheduled as follows:

The most efficient way to communicate with the AZELLA Team (Gabbie, Sandra, Karen, and Brenda) at ADE is by email. The AZELLA Team strives to respond to emails within one business day unless further research is needed.

When e-mailing AZELLA@azed.gov, please:
  • Use a meaningful subject line that includes your entire district name and entity ID.
  • Include full contact information in your signature or elsewhere in the email.
  • Comply with FERPA and Student Privacy laws by only including the student's SSID number and grade level when your question is regarding a specific student. SSIDs are not secret. Always include students' SSID numbers.
  • If the student is currently testing or is sitting for the test but waiting for communication from ADE, in the Subject of the email, please include "Urgent-Student Testing" and be sure to include a phone number where you can answer ADE's call.

NAEP and International Assessments banner
NAEP Releases Long-Term Trend Results

Since the 1970s, the National Assessment of Educational Progress (NAEP) has monitored the academic performance of 9-, 13-, and 17-year-old students with what have become known as the long-term trend (LTT) assessments. Although the LTT assessments are typically administered every four years, the National Center for Education Statistics (NCES) has conducted additional administrations due to their timing coinciding with the outbreak of the COVID-19 pandemic. The 2025 reading and mathematics LTT assessments were administered in the winter (January to March) for age 9 and in the fall (October to December) for age 13 in the 2024-2025 school year. This data is national level only, and no direct Arizona implications can be inferred.

Highlights for Age 9
  • Average scores were higher in 2025 than in 2022 for 9-year-old students in reading and mathematics. The average scores in 2025 were 4 points higher in reading and 4 points higher in mathematics compared to 2022.
  • These score increases since 2022 were seen among the lower performers at the 10th and 25th percentiles.
  • The reading score in 2025 was not significantly different from the pre-COVID pandemic score in 2020.
  • The mathematics score was 4 points lower in 2025 compared to 2020.
  • The 2025 scores were also higher compared to the earliest assessments in the 1970s.

Highlights for Age 13
  • For 13-year-old students, there were no significant changes in either the reading or mathematics average scores compared to 2023 (the most recent assessment for that age).
  • The 2025 scores in both subjects were lower than the pre-pandemic scores in 2020.
  • The 2025 reading score was not significantly different from the score in 1971.
  • The 2025 mathematics score was higher than in 1973.
