Water Main Relocation & Replacement Project 
in Your Neighborhood

SW Merry Lane and SW Scholls Ferry Road

Dear Valued Customer,  

Tualatin Valley Water District (TVWD), your drinking water provider, will soon begin a water infrastructure project in your neighborhood.   

Project Overview 
The project includes: 
  • Relocating and replacing a 4-inch cast iron water main near the intersection of SW Merry Lane and SW Scholls Ferry Road/SW Denney Road. 
  • Installing two underground concrete straddle blocks to provide additional support for the water main. The straddle blocks will be installed: 
    • Along the curb near 7035 SW Merry Lane, in the public right-of-way 
    • At the intersection of SW Scholls Ferry Road and SW Merry Lane 
Water mains are underground pipes that carry drinking water to homes and businesses.
Straddle blocks provide structural support around the water main.

Project Timeline and Schedule  
  • Sept. 8 - 11: Pour straddle block along the curb near 7035 SW Merry Lane and allow the concrete to cure.
  • Sept. 14 - 18: Install the second straddle block and relocate and replace the water main near the intersection of SW Merry Lane and SW Scholls Ferry Road.
  • In 2026: Pave areas affected by excavation on SW Merry Lane and SW Scholls Ferry Road. (This work is weather dependent.)
Work will take place Monday through Friday, between 8 a.m. and 5 p.m. No work is planned for weekends or evenings. The schedule may change because of weather, site conditions, or other factors. 

Why is this Project Needed? 
TVWD needs to complete this work before Washington County Land Use & Transportation begins its Denney Road Project. That project will include improvements such as a traffic signal, turn lanes, bike lanes, and ADA-accessible ramps. 

Completing the TVWD work first will help make sure the two projects move forward safely and efficiently. 

What to Expect During Construction 
During construction, you may experience: 
  • Traffic delays at the southern entrance/exit to SW Merry Lane from SW Scholls Ferry Road. When possible, please use the northern entrance/exit to SW Merry Lane from SW Scholls Ferry Road to avoid delays.
  • Temporary changes to sidewalks or pedestrian routes 
  • Parking restrictions near active work areas 
  • Construction noise, dust, and minor vibration 
  • Construction vehicles, equipment, and materials 
  • A drone may be used to document construction progress 
Homes and driveways near the work area will remain accessible throughout construction. Mail, deliveries, and garbage collection are expected to continue as usual. 

Water service will be temporarily interrupted when crews connect the new water main to the existing water system and disconnect the old main. Customers affected by a planned water shutdown will receive advance notice with information about when water service will be interrupted and restored.
