Dear Valued Customer,
Tualatin Valley Water District (TVWD), your drinking water provider, will soon begin a water infrastructure project in your neighborhood.
Project Overview
TVWD will:
- Replace about 2,000 feet of the existing 6-inch cast iron water main beneath SW Leslie Street, including portions of SW 73rd Avenue, SW 74th Avenue, and SW Lara Street, with new 8-inch ductile iron main.
- Install two underground concrete straddle blocks at:
- SW 74th Avenue and SW Leslie Street
- The west end of SW Leslie Street
- Install new fire hydrants and relocate existing hydrants as needed.
Water mains are underground pipes that carry drinking water to homes and businesses within TVWD's water service area. Straddle blocks provide additional support for water mains. Fire hydrants provide firefighters with quick access to a large supply of water and give TVWD a way to test, inspect, and flush the water system.
The existing water mains in this area were installed in the early 1970s. Based on their age, condition, material, and leak history, TVWD prioritized them for replacement.

Project Timeline and Schedule
- September 21 - November 20, 2026: Install straddle blocks, water main, and fire hydrants.
- Late 2026 or 2027: Pave areas affected by excavation on SW 74th Avenue, SW 73rd Avenue, SW Leslie Street, and SW Lara Street. (This work is weather dependent.)
Construction will take place Monday through Friday, between 8 a.m. and 5 p.m. No work is planned for weekends or evenings. The schedule may change because of weather, site conditions, or other factors.
What to Expect During Construction
During construction, you may experience:
- Traffic delays and parking restrictions near active work area.
- Temporary changes to sidewalks or pedestrian routes.
- Construction noise, dust, and minor vibration.
- Construction vehicles, equipment, and materials.
- A drone may be used to document construction progress.
Homes and driveways near the work area will remain accessible throughout construction, with possible short delays. Mail, deliveries, and garbage collection are expected to continue as usual.
Water service will be temporarily interrupted as crews connect homes to the new water main, connect the new main to the water system, and disconnect the old main. Customers affected by planned water service shutdowns will receive advance notice.
