AASA Grade 3 Move on When Reading (MOWR)
Summer Test Information
March 28, 2024
Achievement District Test Coordinators (DTCs),

On September 25, 2023, the Arizona State Board of Education identified and approved another option to meet the requirements in R7-2-318. The AASA Grade 3 ELA - Reading Summer Administration only applies to Grade 3 students who fail to meet the Move on When Reading (MOWR) indicator on the Spring 2024 AASA ELA administration and who do not qualify for one of the good cause exemptions related to students with IEPs, a diagnosis of dyslexia, or being an English learner (EL).

Spring 2024 AASA Grade 3 Student Data Files and electronic score reports, which will include the MOWR indicator, will be published in PearsonAccess Next on May 15, 2024

ADE's Achievement Assessments team has produced an infographic to answer some of the most frequently asked questions about the AASA Grade 3 ELA - Reading Summer Administration. In addition, a webinar has been scheduled for May 8, 1:00-2:00pm, to share updates and answer your questions. Overview of Grade 3 ELA - Reading Summer Test Administration
Test Window: June 17 - July 19, 2024
  • The Grade 3 summer test will include the Reading sections of the AASA ELA test only, including Listening items. It will not include writing items or prompts and will not include the Oral Reading Fluency items in Summer 2024.
  • There will be two Reading test sections, which may be administered on two separate days or may both be administered on the same testing day. A test section must be completed on the day it is started.
  • There will be one testing ticket for the Reading test. In addition, a seal code will be required to begin Reading Section 2.
  • The summer test will be in the computer-based test format. Special Paper Version (SPV) tests (braille, large print, and regular print) and American Sign Language (ASL) tests will also be available for students who require these formats based on their IEP or 504 Plan.
  • ADE will upload to PearsonAccess Next (PAN) all Grade 3 students who do not pass the MOWR indicator. No additional students will be added to PAN. Districts, charters, and schools will determine which uploaded students qualify for one of the MOWR good cause exemptions and any students that will participate in the summer administration.
  • On-demand scores will be available in PAN 24-48 hours after the test is completed.
  • Current MOWR cut scores will be used to determine if the student met the MOWR indicator.
  • LEAs will have the same authority/rights to make the final determination regarding adequate progress and retention for MOWR.
Important Dates

A District Test Coordinator Important Tasks Checklist for the Grade 3 ELA Reading Summer Administration is coming soon, but some critical dates are included below for reference.
  • May 8, 2024 - PearsonAccess Next (PAN) opens. The Grade 3 ELA Reading Summer Administration will be a separate administration in PAN.
  • May 15, 2024 - Spring 2024 AASA Grade 3 student data files and electronic score reports, including the MOWR indicator, will be published in PAN.
  • May 20, 2024 - Eligible students will be visible in PAN. Work requests can be completed to transfer students, if needed. Students will be uploaded to the school where they completed testing in the spring test window. If students will be testing at a different site in which they are attending summer school, then a work request will be needed.
Additional Resources

A Test Coordinator's Manual and Test Administration Directions manual will be published electronically in May in PearsonAccess Next and on ADE's website. Hard copies will not be shipped to districts and will not be available to order. The electronic copies may be printed locally, if needed.

A PearsonAccess Next Quick Guide with information needed for summer testing will also be published in May. This Quick Guide will accompany the overall PearsonAccess Next User's Guide that is currently published.

The Achievement Test Security & Ethics and Test Administration Responsibilities training modules, as well as the PearsonAccess Next training modules, will remain published in AzLMS through the summer test window. Testing staff who have already completed these modules for spring testing will not need to complete additional training modules for summer testing. Any new testing staff for the summer test window will need to complete these modules prior to administering any summer tests.

Changes in District Test Coordinator

Please watch for information in the May 1st Assessments Bulletin if your district or charter will have a change in Achievement District Test Coordinator this summer and you anticipate administering the AASA Grade 3 ELA - Reading Summer test. ADE will have a process to notify us of the change to ensure that the appropriate person is receiving updates and communications from us regarding the Grade 3 ELA - Reading Summer administration.
