District Test Coordinators,

This is the first Assessments Bulletin since I started as the Deputy Associate Superintendent of Assessments. Please allow me to give a little background of my experience. I have been in education for about 15 years after earning a Masters in Education from the University of Washington. I began as a special education teacher and then moved to the Arizona Department of Education in the Alternate Assessment team. I am looking forward to working with you in my new role.

I hope the end of the school year is going well. The Spring Assessment windows are closed. Thank you to all District Test Coordinators (DTCs) for your hard work in completing testing.

Here are some test completion numbers to celebrate:

AZELLA Reassessment: 112,000

This summer, the Assessments Unit will have various educator committees. If you are interested in being a part of any of our educator committees, please make sure you have submitted an application form. If you know of other educators who might be interested, forward the link to submit an Educator Committee Application. We always appreciate educators who are willing to help us make great assessments.

As you may have heard, The Arizona Department of Education is offering an optional Grade 3 Summer ELA-Reading assessment as an additional measure to support Move on When Reading determinations. Please see the Achievement Assessments section of this bulletin for more information.

Each year, the Assessments Unit requests a new District Test Coordinator (DTC) Security Agreement Form. Please submit this form with the names and the contact information for each of the assessments by June 30, 2024. The form must be signed by the Superintendent or Charter Representative and each designated DTC prior to the start of any 2024-2025 state assessments. This form will be posted this week on the District Test Coordinators webpage.

The Assessments Overview document has been updated with the tentative 2024-2025 Statewide Testing Windows for your planning purposes.

  • Participant registration is now open. The registration fee is $450 per person and includes breakfast, lunch, and parking each day. Reporting from Spring 2024 Assessments

A new Spring 2024 Reporting Infographic has been posted on our website. This new infographic includes all of the Achievement reporting dates in one location for easy access! Specific reporting dates for each assessment are also included in the District Test Coordinator Important Tasks Checklists (for AASA and AzSCI), the ACT Aspire Schedule of Events, and the ACT Reporting Schedule.

Electronic reports, including Student Data Files, Individual Student Reports, and PDF reports for AASA, AzSCI, and ACT Aspire will be available in the respective PearsonAccess Next sites. Electronic reports for ACT will be available in ACT's online reporting system at success.act.org

Two paper copies of each Individual Student Report will be sent to districts and charters. One copy is to be distributed to parents/guardians, and the other copy is to be placed in the student's secure file. Paper copies of ACT Individual Student Reports are sent directly to schools rather than to the district office.

Achievement testing score reports are not embargoed. However, it is important to remember that individual student scores can only be shared with those who have an educational need to view them and with parents/guardians.  

Please note the following as scores are published over the coming weeks.
  • All AASA ELA test units (Writing and both Reading units) must be valid to receive an AASA ELA score. The Grade 3 Oral Reading Fluency test unit was field tested in Spring 2024 and will not be included in Grade 3 ELA scores.
  • All AASA Math test units must be valid to receive an AASA Math score.
  • All AzSCI test units must be valid to receive an AzSCI score.
  • For ACT and ACT Aspire, the English, Reading, and Writing tests must be valid to receive an ELA score. The Math test must be valid to receive a Math score. The ACT STEM score is a combined score for the Math and Science tests.
Student Data File Layouts

The Student Data File Layout for each Achievement assessment is posted on the Achievement District Test Coordinator page of our website, under the "Reporting" dropdown for each assessment.

Reporting Guides

The AASA Reporting Guide and the AzSCI Reporting Guide have recently been updated and are published on the Achievement District Test Coordinator webpage

Resources for interpreting ACT and ACT Aspire reports are located on the ACT-hosted website, under Step 7: Interpretation. 

Notify ADE of Missing Scores

It is the responsibility of districts and schools to verify that all students who tested receive scores back. This is especially important for paper-based testing schools to ensure all paper test materials were received by Pearson for scoring. Districts and schools should verify scores using the electronic reports that will be published in PearsonAccess Next (PAN) and should not wait until paper copies are received to complete this task. If a student is not included in the electronic reports in PAN, then they will also not receive paper copies of reports. Any discrepancies must be reported to ADE as soon as possible and no later than June 28, 2024.


AASA Parent Portal

The AASA Parent Portal is an optional resource schools and districts/charters may use to allow families to securely access and view their student's AASA score reports online. The Parent Portal is available for AASA only. Hard copies of Individual Student Reports will still be sent to districts/charters and should be provided to parents. 

In order for families to access their student's score reports in the AASA Parent Portal, a claim code will be required. The claim code can only be obtained from the student's school; however, schools are not required to distribute Parent Portal claim codes. 

A claim code file (in CSV format) is available in PearsonAccess Next, under Reports > Operational Reports > Students & Registrations > Claim Codes, to users with the following user roles: AASA District Test Coordinator, AASA District Report Only, AASA School Test Coordinator, and AASA School Report Only.

A Parent Portal User Guide is published on the AASA website in English and Spanish and can be used to distribute claim codes to parents/guardians.


AASA District Data File

Per ยง 15-741.F, districts may request a district data file for AASA. The Spring 2024 district data file will include student and item information and other relevant data points not contained in the standard data file, including item type, theta scores by reporting category, scale score by reporting category, and number of items by reporting category. For a district or charter to receive an AASA district data file, a request must be submitted to ADE by  June 7, 2024 by completing the following request form:



Move on When Reading (MOWR)

The Move on When Reading (MOWR) indicator will be included on the AASA Grade 3 score reports. In order to determine whether third grade students met the MOWR requirements for promotion to the fourth grade, please complete the following after scores are published:
  • Download the AASA Student Data File for your school or district/charter.
  • Filter the "Move on When Reading Requirement" column.
  • Any students who has "N" in this column did not meet the cut score for MOWR. Refer to ADE's MOWR website for additional information about MOWR and good cause exemptions. 
AASA Grade 3 ELA-Reading Summer Administration (Optional)

The AASA Grade 3 ELA-Reading Summer Administration, available June 17 - July 19, only applies to Grade 3 students who fail to meet the cut score for MOWR on the Spring 2024 AASA ELA administration and who do not qualify for one of the good cause exemptions. Please see the AASA Grade 3 ELA-Reading Summer Administration infographic for additional details.

The Achievement Assessments team will be hosting a webinar on May 8, 1:00-2:00pm to provide additional information and answer District Test Coordinator questions regarding the AASA Grade 3 ELA-Reading Summer Administration. Use the registration link below to register for the live event. The webinar will be recorded and posted on the Achievement District Test Coordinator page of our website after the live event. An FAQ will also be created to answer questions received during the webinar.  


District Test Coordinator Changes

If your district or charter will have a change in Achievement District Test Coordinator this summer and you anticipate administering the AASA Grade 3 ELA-Reading Summer test, you must notify ADE of the change by submitting the new 2024-2025 District Test Coordinator Test Security Agreement form to ADE.

TestNav Updates for Summer Testing

TestNav has a planned annual application release in July. After the updated version is released, the TestNav application automatically updates the next time it is launched on the following operating systems:
  • Chrome
  • iPadOS
  • Windows (if downloaded from the Windows Store)
The updated TestNav application must be manually downloaded and installed from download.testnav.com for the following operating systems:
  • macOS
  • Linux
  • Windows (if downloaded directly from download.testnav.com)
Please coordinate with your technology staff to plan for updating all testing devices once the update is available. Pearson will send an email notification to all District Test Coordinators the week of July 1 to confirm the date of the release and any notable changes to the TestNav platform. 


Achievement Assessments Corrections Application

Any AASA, AzSCI, ACT Aspire, or ACT test records with an unmatched student name, date of birth, or SSID will begin to appear in the ADEConnect Corrections Application beginning in late May. Unmatched records must be reviewed and matched by the Achievement District Test Coordinator. 

To review and update test record demographics in the Corrections Application, you must have the "Achievement District Test Coordinator" role in ADEConnect. Access the Corrections Application by: logging into ADEConnect > Assessments > Corrections > Student Demographic Corrections or by: logging into ADEConnect > File Metrics > Student Demographic Corrections.

Automated weekly emails will be sent to Achievement District Test Coordinators to inform of any outstanding records in the Corrections Application. Please review and correct any test records in the Corrections Application as quickly as possible. The deadline to complete corrections is June 28, 2024.


Looking Ahead to Spring 2025

Arizona's measures of academic success in Spring 2025 include administering:
  • Arizona's Academic Standards Assessments (AASA) - the statewide achievement test for Arizona students in Grades 3-8. AASA assesses the Arizona English Language Arts and Arizona Mathematics Standards.
  • Arizona Science Test (AzSCI) - the statewide achievement test for Science, administered in Grades 5, 8, and the 11th grade cohort (Cohort 2026). AzSCI assesses the Arizona Science Standards.
  • ACT Aspire - the statewide high school assessment administered in the 9th grade cohort (Cohort 2028).
  • ACT - the statewide high school assessment administered in the 11th grade cohort (Cohort 2026).
The Assessments Overview calendar has been updated with tentative Spring 2025 test windows.

Alternate Assessments banner
Alt ELPA Updates

Alt ELPA reports will be available in the Cambium platform under the reporting portal starting May 20, 2024. Hard copies will be sent to the District of Attendance. More information will be e-mailed to Alternate Assessment Test Coordinators. 


MSAA Updates

The MSAA system is now closed. Over 5,800 students completed MSAA testing. Please ensure any incident reports are submitted in ADEConnect. Instructions are included in the State Specific Policy. The MSAA system is closed until reporting in July.

Securely Shredding and Deleting MSAA Test Materials

Test Coordinators are responsible for ensuring that printed test materials are securely shredded after the testing window closes. Downloaded folders and test materials (DTAs, printed versions of a student's test, etc.) must be permanently deleted from the desktop. Test Administration Manuals are not secure test materials and do not have to be shredded. These materials may be discarded. Do not send any materials to ADE.

MSAA Reports

The MSAA reporting portal will be open from July 15 - September 6, 2024. Reports will be available for ELA, Mathematics, and Science. Reports are available at the District of Attendance (DOA) so your tuitioned-out and privately placed students will not be included in your reports. Please work with the DOA to get the results. More information on downloading your reports and receiving hard copies of the student reports will be sent to the test coordinator prior to July 15, 2024.

2025 MSAA Administration

The 2025 MSAA test administration window has not been finalized. Please plan for approximately the same window of mid-March until the end of April. The confirmed test window will be shared with Alternate Assessment Test Coordinators when it is available. 


Professional Development Hours Certificates

Professional Development (PD) hours certificates were e-mailed to the Alternate Assessment Test Coordinators in April. Please distribute the PD certificates to those individuals who completed the Test Administrator (TA) and/or Test Coordinator (TC) training modules. There are separate certificates for TAs and TCs for both Alt ELPA and MSAA. Please contact us if you need a list of your test administrator training status for MSAA. You will need to confirm the completion of the Alt ELPA training by requesting the completion certificate from your test administrator. 


User Access

All users will be removed from both TIDE (Alt ELPA) and the MSAA system in October. You will no longer have access to any student or administration information. You will continue to have access to sample items and other instructional resources. User accounts will be created again in January. This step is necessary to keep the systems up to date.


1% Threshold

Under federal regulation, the state is required to "provide appropriate oversight to each LEA that the State anticipates will assess more than 1% of its assessed students...using alternate assessments aligned with alternate academic achievement standards." Action plans for LEAs that exceeded 1% participation in the 2023 administration were due April 24. If you have not submitted your student information or Action Plan, please do so as soon as possible. Failure to cooperate with federally required monitoring may impact your IDEA funding.

Spring 2024 AZELLA Reassessment Results

Approximately 113,570 students completed the Spring 2024 English Language Proficiency Assessments (AZELLA, Alt ELPA, and Braille tests).

The electronic results of the Spring 2024 AZELLA Reassessment Test will be available in PAN on May 2, 2024. The paper copies of the Individual Student Reports will arrive at districts and charters on May 15, 2024. Don't forget to check the Corrections (File Metrics) application in ADEConnect for student records that need correcting before they can pass Integrity. 

When using the Spring 2024 AZELLA Reassessment Student Data File, the File Layout must be used with the Student Information System (SIS) first. The SIS administrator will need to work with the SIS vendor to get this layout file in place prior to uploading the Student Data File.  

Looking Forward to School Year 2024-2025

It is the AZELLA DTC's responsibility to periodically check the AZELLA DTC webpage for information and updated documents that will be used for the 2024-2025 school year.


AZELLA Trainings and Qualifications 2024-2025


The Arizona Learning Management System (AzLMS) for the 2024-2025 school year will open on July 1, 2024, for the AZELLA Annual and AZELLA Placement training modules and the Understand Scoring qualifications. For those who have an AzLMS account from the 2023-2024 school year and will be in the same district during the 2024-2025 school year, you will use your same AzLMS account. New AZELLA DTCs will receive an invitation from Adobe for their AzLMS account. AZELLA staff who have an AzLMS account and change districts for the new school year will need to self-register again for a new AzLMS account.

The 2024-2025 Understand Scoring training and qualifications for the Kindergarten Placement Test Administrators and the Grade 1 and Grades 2-3 Placement Writing Scorers will be accessed through the AzLMS. The current Understand Scoring site will be shut down by Pearson on May 10, 2024. Please encourage all users who received any of these qualifications during the 2023-2024 school year to download their Professional Development certificates before May 10, 2024. These certificates will not be available after May 10, 2024.

The Understand Scoring content, training, practice, and qualification sets are not changing. The secure content of Understand Scoring remains in place. Starting with school year 2024-2025, once users sign into the AzLMS, they will see Understand Scoring in the Catalog. The key code is required to access the 3 different qualifications. The key code for the 2024-2025 school year is case sensitive and the same for all 3 qualifications. Key Code = 2425azella.

PearsonAccess Next DTC Accounts 2024-2025

ADE will work with Pearson to enable AZELLA DTC PearsonAccess Next (PAN) accounts for the 2024-2025 AZELLA Placement Test administration once ADE verifies that the DTC has completed the training requirements. The earliest a DTC PAN account will be enabled for the Placement administration is July 8, 2024.


Accessing Students' EL70 - ELP Student Test History Reports

Districts will be able to access a student's EL70 Report within 2 calendar weeks prior to their school enrollment date provided the school enrollment has been processed through AzEDS and passed Integrity. The date in which access to the student's EL70 Report is granted is dependent on when the district's Student Information System has synchronized the student's school enrollment to AzEDS.


2024-2025 Placement Test Administration

The Placement Test administration opens on the district's first student instructional day of the school year and runs throughout the school year ending in mid-May. Districts and charters may use an ADE approved 2-calendar week jump-start to begin the administration of the Placement Test before their first instructional day only when the DTC, STCs, and TAs have completed the requirements for the AZELLA Placement Test administration. 

The following groups of students must be administered the AZELLA Placement Test within the first two calendar weeks (or within the two weeks prior to the start) of the 2024-2025 school year:
  • Students who received an "Undetermined" ELP record
  • Students who should have been administered the Spring 2024 Reassessment Test but were not tested
  • Students who have the red font quick alert message on their EL70 Report
  • Students associated with EL Group 8 on the EL73 Report
    • IMPORTANT NOTE: Students will not be showing on the EL73 Report for the 2024-2025 school year until the district has synchronized their school enrollment to AzEDS. 

Private School Students Testing with the AZELLA

All private schools wanting to participate with AZELLA testing must pay for their own tests and conduct their own testing. They will also require their own AZELLA DTC and testing staff. Private schools will no longer be associated with the public school districts for AZELLA testing in PearsonAccess Next. More information on private school testing will be available in the summer. 


Student Testing Questions and Concerns

If you have questions or concerns about a student's AZELLA test, please send your inquiry to AZELLA@azed.gov. You must include the student(s) SSID number(s).

NAEP and International Assessments banner
NAEP Update

NAEP was successfully administered throughout the United States, Puerto Rico, and Department of Defense schools during the 2024 assessment window. 15,000 schools participated in NAEP nationally during this assessment cycle. The National Commission of Education Statistics is planning to release Grade 4 and Grade 8 Math and Reading results for Arizona in January 2025. Data for Grade 8 and Grade 12 Science is only available at the national level, and state level data is not produced. This is all part of the unique and planned design of NAEP.

NAEP is currently undergoing modernization efforts. The goal of the NAEP alliance is to assess students on their devices for the operational 2026 assessments. In the 2024-2025 school year, NAEP is conducting a field test of the new design to verify that schools are ready to use the E-NAEP platform to participate in NAEP. The E-NAEP platform is an app that schools and districts will need to install on the student devices, similar to TestNav, which is utilized in our current state assessment program. A proof of concept study is currently underway in 4 states and Puerto Rico. 

NAEP will also be conducting what is known as the Long-Term Trend Assessment at schools across the United States in 2024-2025. Long-Term Trend has 15 data points on the trend line for ages 9 and 13 in Reading and dates back to 1971! Similarly, Math has 14 data points for ages 9 and 13 and dates back to 1973! The Long-Term Trend Assessment still utilizes age-based sampling and paper/pencil administration as that was how schools were assessed in 1971.
