Unemployment Insurance Employer Update

New UI premiums and wages system coming this Fall

  • The Unemployment Insurance Division is hard at work modernizing the system employers use to pay premiums and manage your UI account. Our anticipated go-live for the new system is Fall 2023. 
  • Among the many system upgrades, the new system will enhance your self-service options, continuing to allow you to easily report wages and respond to fact finding within the system, while also providing more options for payment plans and account history. You’ll also have access to more account information and customer service directly in the portal. 
  • In advance of the system launch, we will offer demos, videos, guides and town halls to spotlight new functionalities and familiarize you with the new system.

Avoid Unemployment Premium Penalties

All Unemployment Insurance Premiums must be paid in full by June 30th, 2023 to avoid having a delinquent premium penalty assessed on your account for calendar year 2024.
If you need assistance understanding a balance, please contact Employer Services at 303-318-9100. We also offer installment plans. Employers who are placed on an installment plan by the June 30th deadline will also have 2023’s delinquent premium penalty waived on a quarterly basis (as long as they keep to the terms on the plan).

Annual Report Due for Employee Leasing Companies/PEOs

Annual reports for Employee Leasing Companies/PEOs have been mailed out and are due by June 30th, 2023. If you are unable to locate your form, you can fill out Form UITL-39 located on our website or you can contact Employer Services at 303-318-9100.

Fraud Alert: Current Uptick in Hacking Attempts

We are currently monitoring an increase in scam emails sent to active and former UI claimants designed to hijack unemployment accounts. Hackers are using social security numbers from other companies’ data breaches in these attempts. If your employees receive an email that they did not request and that is asking them to reset their password, please have them ignore that email and FOLLOW THESE INSTRUCTIONS: 
  • If they are able to log in and all the information is correct, no further action is necessary. 
  • If they log in to their account and their information has been altered, please have the employee update the information and then reset their password. If they notice that a payment has gone to an account that is not theirs, please fill out a fraud form on our website*. 
  • If they are NOT able to log in to their account, please have them fill out a fraud report on our website (instructions below)*. 
These hackers may also have contact information for your employees and may send fraudulent text messages designed to get more information to hijack their accounts. As a reminder - CDLE will NEVER send a text message with a link in it. These messages are from hackers who use those links to obtain login information. If you click the link and/or communicate with the hacker, they can hijack an employee’s account, change their payment method, and steal money. If you or your employees get a text message like these examples, DO NOT click the link and immediately report the fraud on our official website (instructions on how to access the fraud form are below).
To file a fraud report, please visit our website: go to ColoradoUI.gov, click the “Report Identity Theft/Fraud” button and select “I’m an Employer Reporting Unemployment Fraud.” In the drop down menu under “What Type of Identity Theft Are You Reporting,” select the option “I received a suspicious text or email message about my unemployment claim” and then follow the prompts from there.

Hiring Incentives for Employers

  • Another great hiring incentive for employers is The Federal Bonding Program. This program was established to help “at-risk,” hard-to-place job seekers.Employers receive the bonds free-of-charge with zero deductible as an incentive to hire these applicants. This program was designed to reimburse the employer for any loss due to employee theft of money or property up to $25,000. The bonds provide coverage for a six-month period. When the initial bond coverage expires, the employer can request an additional six-month of free coverage. For more information, please contact us at cdle_fbp@state.co.us.

The Grace Period for Q1 FAMLI Premiums and Wage Reports ends May 31st!

The end of the grace period is right around the corner, so act now to avoid penalties. If you need support preparing your wage reports, the FAMLI website has a quick and comprehensive collection of How-To-Videos, user guides and file specifications to support you through the process.
If you plan to submit your wages through a file upload, please refer to our Wage Report File Specification Guide, which provides information on file format requirements, sample templates and instructions for resolving any file errors you may encounter. The sample templates can be found on our page for Third-Party Administrators and on our Employers page under “Submitting Your Wage Reports”.

The FAMLI Health Care Provider Portal is Coming Soon:

We are getting ready to launch the FAMLI Health Care Provider Portal in the coming months. This new portal is designed specifically to cater to the needs of licensed health care providers who will verify leave requests once their patients can begin applying for FAMLI leave benefits in 2024.

FAMLI will be hosting another live webinar on Thursday, May 25th at 11 a.m. During this session, FAMLI will review the latest updates to My FAMLI+ Employer, tips for employers as the grace period for premium payments ends, and answer questions from our audience. COVID Public Health Emergency (PHE) Leave Requirement Ends June 8, 2023

The Healthy Families and Workplace Act (HFWA) PHE leave continues until four weeks after all applicable PHE declarations end or are suspended. On May 11, 2023, the federal Dept. of Health and Human Services’ COVID-19 PHE expired, following the expiration of Colorado’s COVID-19 Disaster Recovery Order on April 27, 2023. With all applicable PHEs ending as of May 11, 2023, Colorado employees with remaining COVID-related PHE leave may still take PHE leave through June 8, 2023. Beginning June 9, 2023, Colorado employees are no longer entitled to PHE leave. For more information on the end of COVID-related PHE leave and Colorado’s paid sick leave requirements in general, please see the CDLE Division of Labor Standards and Statistics’ HFWA webpage.

Do’s and Don’ts of Responding to Unemployment Insurance Claim Documents

Here are a few tips to ensure your UI documents are processed as quickly as possible:

DO:

  • Use the online portal to respond to questionnaires, file an appeal, or upload supporting documentation as one complete document when possible, rather than faxing or mailing. Mailing/faxing will extend processing times. If you absolutely must fax a document, please use the fax number listed on the form you are responding to. 
  • Return the barcoded CDLE form with any supporting documentation, and put that form on the top! Please do this even when sending your own forms as the barcode tells us with which issue the documentation belongs. 
  • Include the Claimant ID number on any pages which are not a barcoded CDLE form.
  • When returning multiple forms, make sure all pages are in the proper order with the CDLE barcoded form being on top of any supporting documentation for each form.
  • If you are unable to return the CDLE  form, include the form’s Document ID on all pages. This can be found at the bottom left corner of the form.
  • Report fraud online at https://cdle.colorado.gov/fraud-prevention rather than by mail or fax.

DON'T:

  • When submitting documents by fax, include a cover page other than the CDLE barcoded form.
  • Do not upload one page at a time for multiple page documents (submit as one complete document when possible). 
  • Return forms to report fraud.
  • Add two claimants’ info on the same page.
