Last weekend, the CIRCLE program (Crisis and Incident Response through Community-Led Engagement) officially expanded to several neighborhoods on the Westside, including Palms and Mar Vista. This program – and its expansion – is an important step in our collective effort to provide effective, compassionate responses to non-violent incidents involving homeless Angelenos and others in need of specialized mental health care.
Earlier this week, I joined Mayor Karen Bass, Councilwoman Traci Park, and local community leaders at a press conference to announce this expansion. The CIRCLE program sends mental health professionals and individuals with lived experience to respond to 911 calls that do not require traditional law enforcement intervention. By addressing incidents such as well-being checks, noise disturbances, and substance use, the program ensures that our police officers can focus on fighting crime and protecting our communities. |

The expansion of CIRCLE reflects our ongoing commitment to innovative public safety solutions that meet the diverse needs of our city. With this program now covering more neighborhoods, we can offer immediate support to those in crisis while also building trust and creating long-term positive outcomes.
As we continue to invest in alternative crisis response models, I am confident that CIRCLE will play a pivotal role in making our neighborhoods safer, stronger, and more compassionate. I look forward to working with all of you to ensure the continued success and growth of this vital program into all of CD5’s neighborhoods.
All my best,
Katy |

Movies in the Park!
Over the weekend, I stopped by Robertson Recreation Center for a movie in the park, presented by the SORO Neighborhood Council and RAP! We connected with neighbors, relaxed, and enjoyed a movie under the stars. I also had the privilege of honoring an outgoing member of the South Robertson Neighborhood Council, Jon Lieberman (pictured). Jon served the South Robertson community for over 20 years on the Council, and we are so grateful for all he has done to make our community stronger. |

Honoring Labor Day in City Council
Yesterday, I joined my colleagues Tim McOsker, Hugo Soto-Martínez, Marqueece Harris-Dawson, and many labor leaders for a special presentation at City Hall to celebrate Labor Day. Standing in the people’s house, alongside those who fight tirelessly for the rights and dignity of workers, was a powerful reminder of what this day truly represents.
From the janitors keeping our city clean to the nurses caring for our loved ones, workers are the backbone of Los Angeles. As we honored their contributions, we also acknowledged the ongoing challenges we all face—rising costs of living, job insecurity, and the need for fair wages, healthcare, and safe working conditions. Our work is far from over, but together, we can continue to build a city where every worker is valued and supported. |
Expansion of Unarmed Crisis Response
This week, the Budget and Finance Committee approved a contract to expand the city's unarmed crisis response program to cover additional neighborhoods, including the West Police Division, which encompasses much of our district. While separate from the CIRCLE program described above, this expansion is part of the city's broader efforts to provide non-law enforcement responses to non-violent incidents, allowing police officers to focus on crime prevention while offering immediate support to those in need. |

Condiments & Utensils Drive l September 3, 2024
LA Sanitation & Environment’s City Facilities Recycling Program (CFRP) is collecting sealed, unused utensil and condiment packets, which are items that many of us receive with takeout and delivery meals, but do not use. Check your cupboards, desks, and break room for these packets and keep them out of the landfill by donating them at one of their drop off locations. For more information, contact the City Facilities Recycling Program (CFRP) at san.cfrp@lacity.org. Donated items will be provided to the Los Angeles Mission and St. Francis Center.
Metro K Line Northern Extension Informational Session
Metro has a plan to make it easier to get around with the K Line Northern Extension (KNE). The Metro K Line Northern Extension would link to the Metro C, E, D, and B Lines, connecting four major rail lines and six of the highest ridership bus lines in LA County. This project works to fill a major gap in the Metro Rail network and create opportunities by connecting the Crenshaw District, Mid-City, West Hollywood, and Hollywood.
