This local event had humble beginnings in a parking lot twenty-four years ago and has grown tremendously since then into a festival where we come together as a community. |

Strengthening Renter Protections in the City of Los Angeles |
The LA City Council voted unanimously to support drafting Councilmember Blumenfield’s proposed new ordinance to amend the Just Cause for Eviction Ordinance by adding protections to the Substantial Remodel Clause so that it similarly protects all renters, not just those in rent controlled apartments. The City’s Just Cause Ordinance (JCO) currently allows "substantial remodel" as a justification for a no-fault eviction if major structural work necessitates it, provided that the landlord self-certifies that the remodel requires at least 30 days. These “renoviction” actions allow for eviction for renovations which may or may not be structural or require the unit to be vacated. The newly amended ordinance strengthens the protections for tenants by enabling them to return to the unit after the renovation and be appropriately housed during the renovation, provided that they continue to pay their regular rent during the process.
The new ordinance will protect tenants' rights to remain in their homes during substantial renovations, aligning it with the protections provided under the Tenant Habitability Plan (THP) for Rent Stabilized Ordinance (RSO) units, where tenants can stay while paying rent or are temporarily relocated. The newly adopted motion calls for an interim control ordinance to temporarily remove the “substantial remodel” clause from the City’s JCO until June 1, 2025, or until a permanent amendment is in place— whichever comes first. |

Help Reduce the Number of Animals at the LA Animal Shelter |
The City’s six Animal Services Centers continue to operate at critical capacity. Sadly, over 2100 animals have been euthanized this year. If you're looking to add a pet to your family, LA Animal Services is offering reduced adoption fees for dogs, puppies, cats, and kittens throughout the month of November. |
This weekend, November 2-3, Best Friends LA Super Adoption Event takes place at the Rose Bowl stadium. Bring the whole family to this free and fun event where you can meet hundreds of amazing furry friends looking for homes from Best Friends, L.A. Animal Services, L.A. As you may know, Councilmember Blumenfield partnered with the Winnetka Neighborhood Council to transform utility boxes throughout Winnetka with a variety of themes that echo the community's history. Winnetka Neighborhood Council worked directly with artists from Muralism to help enliven the public space in several corridors. Sadly, a few of the utility boxes were graffitied. Thankfully, and using a grant from Councilmember Blumenfield, Muralism recently removed the graffiti and gave the boxes a new layer of graffiti resistant coating. |

Community Forum on Silicosis |
With the alarming increase in silicosis cases in the San Fernando Valley and across California, Councilmember Blumenfield is leading proactive measures to safeguard our most vulnerable workers from this debilitating disease. Blumenfield, local leaders, and community groups will be hosting a forum on Saturday, November 9th at the Taxco Theater in Canoga Park to provide resources to workers who work in stone cutting and manufacturing industries. 2025 EmpowerLA Youth Conference–Apply Now

Applications are officially open for the 2025 EmpowerLA Youth Conference, taking place on Saturday February 22, 2025. Young people between the ages of 14-17 from across Los Angeles are invited to apply to attend this day-long event focused on civic engagement, local government, and community impact. EmpowerLA Youth Conference attendees will explore the role the Neighborhood Council system plays in grassroots democracy, attend learning sessions on ways to be civically engaged in the community, network with like-minded young leaders, engage with City leaders, and so much more.
