Councilmember Blumenfield joined the community in celebrating the grand opening of the Taxco Theatre in Canoga Park. Blumenfield cobbled together the funds to purchase and renovate the site and worked with the community and the Department of Cultural Affairs to transform this neighborhood mainstay into the only publicly-owned arts incubator in the country. It is now an incredible new facility that provides opportunities for local artists, nonprofit organizations, community organizations, and performing arts students to develop and produce new work. The Taxco Theatre’s vision is to provide an innovative space to bring music, dance, and theater productions to life. |

For the past nine years, Team Blumenfield has participated in the Greater Los Angeles Homeless Count in the West Valley, with Blumenfield’s District Office in Reseda serving as the hub for volunteers. The Count, mandated by the federal Department of Housing and Urban Development, is one of the most important tools in addressing the homeless crisis—you can’t fix what you can’t measure. Team Blumenfield continues to help lead the effort, ensuring that LAHSA had the most up-to-date data on the homelessness issue in the West Valley. |

In celebration of Black History Month, Councilmember Blumenfield hosted the 2nd annual Black Business Mixer in the San Fernando Valley. Attendees heard from City leaders, including Capri Maddox, Executive Director of the Civil & Human Rights Department, and Carolyn Hull, General Manager of the Economic Workforce Development Department. Councilmember Blumenfield was proud to recognize Shania Accius, founder of Black in the Valley and Zawadi Cultural Collective, as well as Courtland Miller and Debra Flanagan, a father-daughter team and owners of Main Kitchen Bar & Grill, where the event was held. Councilmember Blumenfield remains committed to honoring the many achievements of African Americans who shaped the Valley and the City of Los Angeles. |

Councilmember Blumenfield had the honor of recognizing the Lanark Rec Center CO-Rec Junior Division City Soccer Champs at City Hall. The Lanark Dragons, composed of local 13-15-year-olds, remained undefeated throughout their season and triumphed over the team from MacArthur Park Rec Center in the City Championship tournament. Blumenfield also recognized Lanark’s Director, Jeremy Aldridge, for his efforts in transforming Lanark Park by offering a variety of programming and sports for local youth. Blumenfield and the community were proud of these young athletes for their dedication and achievements. |

Councilmember Blumenfield joined Mayor Karen Bass and Council colleagues in Sacramento to advocate for more local resources from the State. The delegation met with Governor Gavin Newsom, State Treasurer Fiona Ma, State Assembly Speaker Robert Rivas, State Assembly Budget Committee Chair Jesse Gabriel, and others to secure critical state funding and flexibility as Los Angeles continues to urgently address the homelessness crisis, build more housing, and advocate for expedited reimbursements to help manage city emergencies. |

'Reseda Rising' is Councilmember Bumenfield’s multi-front initiative to find, direct and coordinate over $100 million worth of transformative investment in our community. One of the key projects in Reseda is the Reseda Skating Rink. Earlier this year, Blumenfield was joined by Los Angeles Kings President and former player Luc Robitaille, Chief Operations Officer of American Sports Entertainment Company Brad Berman, and his Deputy Chief of Staff John Popoch, who have been instrumental in driving the project forward. The progress on the project has been significant, with the ice chiller room and locker rooms taking shape, along with the installation of other vital infrastructure. |

Councilmember Blumenfield celebrated the completion of the Reseda Complete Street Project, a $20-plus million investment which brings much-needed safety improvements to the heart of Reseda. The project included many major safety improvements including: protected bike lanes, a creation of a continuous bike lane from the top of Tarzana to the 118 Freeway, traffic signal improvements including protected left turns, pedestrian improvements including ADA-compliant curb cuts, new HAWK signals, and sidewalk repairs. As we work to reduce traffic fatalities and improve mobility throughout the City, this project is a model for what can be accomplished, and the community turned out in force to support it. |

The Madrid Theatre, an anchor site in Councilmember Blumenfield’s designated Canoga Park Arts Hub, continues to undergo state-of-the-art renovations. The Councilmember joined Daniel Tarica, the General Manager of the Department of Cultural Affairs, to help install the new iconic Madrid Theatre sign. |

Councilmember Blumenfield officially broke ground on the Haynes Street Greenway Project. For over a decade, an unused, vacant piece of land owned by the City sat on Haynes Street at the border of Winnetka and Woodland Hills. The project ensures safe, clean water quality, in compliance with federal clean water mandates, and addresses climate change. The Haynes Street Project will bring landscaping, native plants, and amenities to the area while also serving as a location to capture stormwater. The project is anticipated to be completed by Summer 2025. |

Councilmembers Blumenfield and Monica Rodriguez officially launched the Unarmed Model of Crisis Response. The pilot program aims to divert certain 911 calls to civilian crisis responders instead of armed law enforcement. Over the last couple of years, the Councilmembers worked to build the program from the ground up. The goal is to ensure that when someone called 911, the right people—armed with the appropriate tools and training—are immediately deployed, whether that was a police officer, a firefighter, or a crisis intervention worker. Blumenfield was recently named Co-Chair of the Council's new Ad Hoc Committee on Unarmed Crisis Prevention, Intervention, and Community Services. |

As Chair of the City’s Budget, Finance, and Innovation Committee, Councilmember Blumenfield held days of public hearings where he brought in the General Manager and budget chief of nearly every City department to discuss their budget line-by-line and propose changes to help fill critical gaps and adjust priorities. |

Councilmember Blumenfield and his colleagues Councilwoman Katy Yaroslavsky and Councilwoman Traci Park recognized Jewish American Heritage Month and Yom HaShoah, or Holocaust Remembrance Day, to honor the memory of the 6 million Jews who were murdered by the Nazis. The Councilmembers had the privilege of honoring Henri Slucki, a 90 year old survivor who shared his story of resilience and hope. Created by Presidential decree in 2006, May was chosen as Jewish American Heritage Month due to the highly successful celebration organized by the Commission for Commemorating 350 Years of American Jewish History. This year’s theme, Jewish LA—A Legacy of Service, recognized several Jewish-led service organizations and their commitment to serving the broader community. |

Councilmember Blumenfield joined many community members at this year’s annual Canoga Park Memorial Day Parade to honor all the brave service members who made the ultimate sacrifice for the country. The Canoga Park High School band, along with the dance and cheer teams, marched alongside veterans and color guards on Sherman Way. |

For the first time since the start of the COVID-19 pandemic, Councilmember Blumenfield hosted the 6th annual Reseda Rising Art Walk on May 18. The festival was a vibrant testament to the community’s arts scene, transforming the LA Great Streets Sherman Way corridor between Etiwanda and Lindley Ave in the heart of Reseda. The event featured many local artists selling their work, live screen printing, local bands, and regional food trucks. The Art Walk was one of many components of Councilmember Blumenfield’s multi-front Reseda Rising initiative, aimed at finding, directing, and coordinating over $100 million in transformative investments for the community. |

Councilmember Blumenfield was joined by community members and students from Tarzana Elementary School to formally unveil the restored art panels on the one-of-a-kind Snoopy Bridge. Since the 1970s, the Snoopy Bridge over Wilbur Ave near Tarzana Elementary School had been a beloved community landmark. After the bridge was defaced with graffiti, Blumenfield and his team worked with community members, Charles M. Schulz Creative Associates, and Hattas Studios to refurbish this Valley treasure. The restoration work included the application of an anti-graffiti coating to deter future vandalism. Blumenfield was thrilled that the art panels had been restored for future generations to enjoy and was deeply grateful to the community members who brought attention to the issue and served as a driving force behind the project. |

Councilmember Blumenfield was honored to recognize the 2024 National Academic Decathlon Champions from El Camino Real Charter High School. The champions, Head Coach Stephanie Franklin, and Board President Brad Wright visited City Hall and celebrated their record of 10 national titles, the most of any school. El Camino competed against 59 other schools across the country in a competition spanning 10 subjects, including art, economics, science, and math. |

Councilmember Blumenfield joined his colleagues, StreetsLA, Metro, and Tranzito-Vector, to celebrate the rollout of the City’s Street & Transit Amenities Program. The bus stop at Reseda and Victory in the 3rd District was one of the shelters completed as part of the program, which Blumenfield had been instrumental in pushing the City to establish. The program dramatically changed and expedited the way bus shelters were built and installed throughout the City. For many years, the City had failed to provide new bus shelters, and Blumenfield pushed for this project to be completed so transit riders would no longer have to wait in the sun and rain. |

During the summer, the community enjoyed free, family friendly live music events and movie nights at Warner Center Park. Councilmember Blumenfield was a proud supporter of both the Movies and Concerts at the Park and was grateful to the Valley Cultural Foundation for bringing the community together through these events. The annual 4th of July Fireworks Extravaganza was a highlight of the summer series, drawing many residents from across the district to enjoy the dazzling fireworks display in the night sky. |

During a summer heatwave, Councilmember Blumenfield and his homeless outreach team offered services and distributed water to the unhoused community. He expressed gratitude to Hope the Mission outreach workers for being in the field, assessing the needs of unsheltered individuals, and offering them the necessary services. |

In response to high-profile home burglaries in the hillside communities of the San Fernando Valley, Councilmembers Blumenfield and Raman hosted a virtual meeting with senior officials from the Los Angeles Police Department to discuss the measures being taken to keep the community safe and share tips on how residents could help prevent burglaries at their homes. Blumenfield worked closely with LAPD leadership to ensure resources were allocated where they were most needed to address and prevent these burglaries. |

Councilmember Blumenfield joined City officials, local leaders and residents for the groundbreaking of what will become Caballero Creek Park. Located just south of Victory Blvd. on Lindley Ave, this site will convert a 1.5-acre underutilized lot into a multiple-benefit park right at the convergence of the Los Angeles River and Caballero Creek in Tarzana. It will be the first self-sustaining park in Los Angeles- capturing water on-site and off-site, cleaning it with solar energy, and using it to nourish the plants at the park. Team Blumenfield conceived this idea a few years ago and we have secured seven different funding sources and cut through significant red tape to get shovels in the ground. Caballero Creek Park is set to open Spring 2025. |

Councilmember Blumenfield joined the Housing Authority of the City of Los Angeles and LA Family Housing to celebrate the opening of 51 new units of permanent supportive housing at Canoga Park Place. These PSH units are vital to addressing homelessness and were designed to support individuals struggling on the margins in Los Angeles. Unlike shelters or temporary housing, PSH projects provide stable housing paired with critical services for those in need. |

In September, Councilmember Blumenfield was honored to take on the role of Council President Pro Tempore, while Marqueece Harris-Dawson assumed the position of Council President. During a year marked by numerous challenges, the City relied on a combination of bold vision and institutional memory to make progress on critical issues facing Los Angeles and to navigate the storms that lay ahead. |

Councilmember Blumenfield congratulated the 72 entrepreneur graduates of the West Valley BusinessSource Center Entrepreneurship Training Program. Blumenfield partnered with the BusinessSource Center to offer a free six-week course which has given local entrepreneurs training in business principles including planning, marketing, accounting, and access to capital. |

Councilmember Blumenfield joined Councilwoman Katy Yaroslavsky for the unveiling of Freedom Life Square, a tribute to the life of Mahsa Amini and the ongoing fight for women’s rights. Earlier in the year, following a suggestion from Persian community leader John Ardalan, Blumenfield introduced a resolution to declare September 16, 2024, as “Mahsa Amini Day” in the City of Los Angeles. These actions underscored the City’s commitment to upholding justice, equality, and human rights for all. |

As heat waves become more frequent and intense, it is imperative to protect our most vulnerable residents by providing the tools and resources to combat extreme heat. |

Councilmember Blumenfield joined the community at the 24th Annual Dia de los Muertos Family Festival in Canoga Park to celebrate and remember loved ones who are no longer with us. This local event, which began 24 years ago, has grown tremendously over the years, bringing the community together for a day of fun and remembrance. This year’s celebration featured an art pavilion, a classic car show, altars, music, performances, and much more. |

The City Council approved the confirmation of Jim McDonnell as the new Chief of the Los Angeles Police Department. With an unmatched depth of experience in LAPD and the region, Chief McDonnell understands the needs of the Valley and he and Councilmember Blumenfield share priorities on how to tackle critical issues like property crimes, street racing and catalytic converter theft, as well as retention and hiring concerns. Blumenfield looks forward to partnering with Chief McDonnell to make the Valley, and all of Los Angeles, a safer place while building bridges and trust between the community and law enforcement. |

Over the last several years, under the leadership of Pastor Kathy Huck, About My Father’s Business (AMFB) has hosted a Thanksgiving dinner for unhoused community members. Pastor Huck had developed a close friendship with the Councilmember and then District Director Michael Owens, who sadly passed away in 2023. In honor of their friendship and Michael’s kind heart for giving to those who needed it most, AMFB hosted "Michael’s Meal - A Thanksgiving Feast in Michael’s Memory," where guests were able to enjoy a delicious meal. |

At Councilmember Blumenfield’s urging, CicLAvia closed out the year in the West San Fernando Valley. Thousands of Angelenos and furry friends walked, jogged, cycled, skated, and enjoyed 5 car free miles along Sherman Way in the communities of Canoga Park, Winnetka, and Reseda. |

With the donations collected at Blumenfield's Toy and Collection Drive, generous West Valley residents prevented neighbors and families from going without food, toys, and warm clothing this holiday season. Blumenfield distributed goods to NEW Economics for Women, Haven Hills, Kids Cancer Connection, Child Development Institute, and several more nonprofits in the West Valley. |
