Dear District/Charter Test Coordinators,

As the 2021 - 2022 school year winds down, I want to thank all of you for all of your efforts. As we transitioned to new assessment platforms, new tests, and supported a record number of new-to-the-position district/charter test coordinators, we know it is never easy, and we hope you felt supported by our office.

Approximate number of tests completed at the end of the test windows:

AZELLA Reassessment: 98,000
AzSCI: 245,000
ACT Aspire: Over 400,000 tests (content areas) completed
ACT: 77,000
AASA: Over 1,269,000 tests completed (all ELA and Math)
MSAA: 5,500

This year, we documented challenges and lessons learned. We will continue to make improvements to processes and work with our vendor to take a closer look into the platform and address the state's pain points.

Looking forward, we have big things on the horizon. We have several summer committees for all of our assessment programs and the first Assessments, Standards, and Accountability State conference, which will be held September 26-28, 2022 at the Renaissance Phoenix Glendale Hotel and Spa.

Assessment Test Coordinator and Security Agreement

All districts and charters are asked to submit the 2022-2023 Assessment Test Coordinator and Security Agreement by June 30, 2022. This form requires the names and contact information for each of the Achievement Assessment, Alternate Assessment, and AZELLA District Test Coordinators and must be signed by the Superintendent/Charter Representative and each designated District Test Coordinator prior to the start of any 2022-2023 state assessments. This form can be found on the ADE District Test Coordinators website.

Returning Spring 2022 Assessment Materials

Test Coordinator's Manuals and Test Administration Directions are non-secure test materials and can be discarded at your site. Used scratch paper and test tickets are considered secure test materials and must be securely destroyed for AASA, AzSCI, and ACT Aspire. ACT test administration tickets and scratch paper should have been returned to ACT following testing.
Achievement Training Management System

The Training Management System (TMS) will close for 2021-2022 on June 1, 2022 and will reopen with trainings for the 2022-2023 school year in Fall 2022.
Reporting

New Infographic!
A new Reporting infographic has been posted on our website. This new infographic includes all of the Achievement reporting dates in one location for easy access!

Student Data File Layouts
The student data file layout for each Achievement assessment is posted on the Achievement DTC page of our website, under the "Reporting" dropdown for each assessment.

Spring 2022 AASA Reports - Grade 3
  • May 14: Electronic score reports, including student data files, will be available in PAN.
  • June 15: Paper copies of score reports will be delivered to districts and charters.
Reminder: The Grade 3 Oral Reading Fluency (ORF) test unit was field tested this year and will not appear on score reports, will not be included in the overall ELA score, and will not count for Move On When Reading in Spring 2022. The ORF test unit will be operational in Spring 2023.

Move On When Reading (MOWR)
MOWR will be featured on the AASA Grade 3 score reports. In order to determine whether third grade students met the MOWR requirements for promotion to the fourth grade, please complete the following:
  • Download the AASA student data file.
  • Filter the "Move On When Reading Requirement" column.
  • Any student who has 'N' in this column did not meet the cut score for MOWR.
Spring 2022 AASA Reports - Grades 4-8
  • May 25: Electronic score reports, including student data files, will be available in PAN.
  • June 15: Paper copies of score reports will be delivered to districts and charters.
Two copies of each individual student report will be sent to districts and charters. One copy is distributed to parents/guardians, and the other copy is placed in the student's secure file, once it is received.

AASA scores are not embargoed; however, it is important to remember that individual student scores can only be shared with those who have an educational need to view them and with parents/guardians.

Parent Portal for AASA
The new parent portal was discussed on the Friday Focus webinar, AASA and AzSCI Reporting, on April 22. LEAs will need to determine a process for making this accessible to parents.

The webinar recording and PowerPoint presentation are posted on the main page of our website: https://www.azed.gov/assessment, under "Friday Focus Webinars 2021-2022." ADE shared how to get the claim codes and a short process for parents/guardians to set up an account. We will also be sharing a letter template soon that you can share with your families.

Hard copies of individual student reports will still be sent to LEAs and should be provided to parents; however, the new parent portal will give access electronically to overall student results earlier than the hard copy is available.

Reminder - it is not required to roll out immediately, or even this year, but the parent portal is a new resource.

District Data File for AASA
Per ยง 15-741.F, districts may request a district data file for AASA. The Spring 2022 district data file will include student and item information and other relevant data points not contained in the standard data file, including item type, theta scores by reporting category, scale score by reporting category, and number of items by reporting category. For a district or charter to receive an AASA district data file, a request must be submitted to ADE by June 10, 2022 by completing the form: https://www.azed.gov/assessment/aasa-district-data-file-spring-2022.

Spring 2022 AzSCI Reports
AzSCI results will be delayed due to this being the first operational administration. Achievement Level Standards/Performance Levels must be set through a summer educator committee and approved by the State Board before reports can be made available.
  • August 3: Electronic score reports, including student data files, will be available in PAN.
  • August 16: Paper copies of score reports will be delivered to districts and charters.
Spring 2022 ACT Aspire Reports
  • May 23: Electronic score reports, including student data files, will be available in PAN.
  • June 1: Paper copies of score reports will be delivered to districts and charters.
Spring 2022 ACT Reports
  • Students and schools receive hard copies of score reports 5-8 weeks following testing.
  • Scores are flowing into ACT's reporting portal at success.act.org as they become available.
  • Final school and district data files will be available at success.act.org no later than June 23.
  • Please see the ACT Score Report Schedule for additional information.
Achievement Assessment Corrections Application

Weekly automated emails are now being sent to Achievement District Test Coordinators to inform of any outstanding records in the Corrections Application. To review and update the test record demographics for each assessment in the Corrections Application, you must have the "Achievement District Test Coordinator" role in ADEConnect.

Unmatched AASA, AzSCI, ACT, and/or ACT Aspire test records will begin to appear in the ADEConnect Corrections Application beginning in late May. 
  • The last day to complete corrections for AASA is June 30, 2022. 
  • For AzSCI, ACT, and MSAA, the timeline is dependent upon board approval of recommended Performance Levels - more information to come.

ADE has been working with ACT to develop a resource for educators and administrators to support the understanding of ACT/ACT Aspire test design and standards and Arizona's high school ELA and Mathematics Standards. We are in the final stages of completing this resource, which will be posted on our website and provided to Achievement District Test Coordinators soon!
Looking Ahead to Spring 2023

Arizona's measures of academic success in Spring 2023 include administering:
  • Arizona's Academic Standards Assessment (AASA) - the statewide achievement test for Arizona students in Grades 3-8. AASA assesses the Arizona English Language Arts Standards and Arizona Mathematics Standards.
  • AzSCI - the statewide achievement test for Science, administered in Grades 5, 8, and 11 (Cohort 2024).
  • ACT Aspire - statewide high school assessment administered in Grade 9 (Cohort 2026)
  • ACT - statewide high school assessment administered in Grade 11 (Cohort 2024)

Spring 2023 ACT Test Windows
The Spring 2023 ACT test windows were selected based on the results of a recent survey sent to Achievement District Test Coordinators with high school students.
  • New guidance for Spring 2023 ACT: Schools may utilize both published state ACT test windows in order to assess all Cohort 2024 students. This includes regularly scheduled testing and any makeup testing. Districts, charters, and schools are encouraged to administer the ACT during the first test window and to use the second test window, as needed, to complete any makeup testing. Any schools who choose to administer the ACT during only the second test window will not have an additional ACT test window to use for makeup testing. Each ACT test window includes one paper test day and six online test days. For ACT only, schools administering paper tests may also utilize the online test days for makeup testing.
Accommodations

When conducting Spring IEP meetings, please remember:
As your Special Education staff conduct their IEP meetings this spring and at the beginning of the school year, please remind them to review the Accessibility manuals posted on the Accessibility page of our website. Accommodations considerations should be based on what the student routinely uses during instruction and is allowable on the Statewide assessments. All accommodations should be documented in the student's plan and used routinely in instruction. If an accommodation is not deemed necessary to access content during instruction, the accommodation should not be requested for assessment purposes only.

Beginning next fall, District Test Coordinators may submit accommodations requests for AASA, AzSCI, and ACT Aspire to ADE and for ACT directly to ACT for students with an IEP or 504 plan. Additional information will be required for submission:
  • Present Level of Academic and Functional Performance
  • Instructional Accommodations
  • Testing Accommodations

2022 MSAA Test Administration - Testing Window Closed

Thank you for your efforts to test your students this year! We had approximately 5,500 students complete testing.

The MSAA system is closed until reporting in July. Please reach out to us if you have any questions. As a reminder, you can still submit incident reports in ADEConnect as needed.

Securely Shredding and Deleting MSAA Test Materials

Test Coordinators are responsible for ensuring that printed test materials have been securely shredded after the close of the testing window. Downloaded folders and test materials (DTAs, printed versions of a student's test, etc.) must be permanently deleted. Test Administration Manuals are not secure test materials and do not have to be shredded. These materials may be discarded or kept. Do not send any materials to ADE.

MSAA Professional Development Hours Certificate

Professional development (PD) hours certificates were e-mailed to Alternate Assessment Test Coordinators in April. Please distribute the PD certificates to those individuals who completed the MSAA Test Administrator and/or Test Coordinator training modules. There are separate certificates for Test Coordinators and Test Administrators. Please contact us if you need a list of your test administrator training status. 

MSAA Reports

The MSAA reporting portal for ELA and Mathematics will be open from July 18 - September 9, 2022 and for Science from October 17 - 28, 2022. Because the MSAA Science test is a new assessment, we will be conducting a standard setting to set cut scores and the Arizona State Board of Education must approve the cut scores before we can generate the reports. This is causing the delay with the Science reporting window this year.

Reports are available at the District of Attendance (DOA) so your tuitioned-out and privately placed students will not be included in your reports. Please work with the DOA to get the results. More information on downloading reports and receiving  hard copies of the student reports will be sent to the test coordinator prior to July 18, 2022.

1% Threshold

Under federal regulation, the state is required to "provide appropriate oversight to each LEA that the State anticipates will assess more than 1% of its assessed students...using alternate assessments aligned with alternate academic achievement standards." An LEA may test students who qualify for alternate assessment, even if that participation means that the LEA will exceed 1%.

Alternate Assessment Test Coordinators will be notified of your LEA's percentages and provided next steps. 

CAAELP Community of Practice

ADE has partnered with other states in the Collaborative for the Alternate Assessment of English Learner Proficiency (CAAELP). This is an exciting opportunity to develop a high-quality Alternate English Learner Proficiency Assessment (Alt ELPA). The operational field test will be administered Spring 2023. IEP teams must start determining eligibility for ELs with significant cognitive disabilities including students in grades K-2. An updated eligibility form that includes determination for Alt ELPA will be available soon.

IDEA Conference

Alternate Assessment will be presenting at the ESS IDEA Conference September 7-9, 2022. Topics will include alternate assessment activities for new test coordinators, alternate assessment updates, and an introduction to Alt ELPA. We hope to see you there!

There are supporting documents for Alternate Assessments, instructional resources, Core Content Connectors (CCCs) and much more! Resources are updated periodically and are free to all!! Student Data Files and Reports 

Spring 2022 AZELLA Reassessment Test Data
  • Approximately 98,000 students completed the Spring 2022 Reassessment Test
The electronic reports and the Student Data File (SDF) must be downloaded from PearsonAccessNext and saved. The Student Information System (SIS) administrator needs to upload the Student Data File  into your SIS and synchronize it to AzEDS before June 30, 2022. The SIS administrator may need to work with your vendor to get the SDF layout (no student information and test data included) conformed to your system and then upload the actual final Student Data File.
  • Spring 2022 Reassessment Student Data File Layout EXCEL (.csv) 
    • Please note: This is a .csv file that should not be opened because it will not re-save correctly to be used with your Student Information system (SIS). The file should be downloaded, saved but not opened, and forwarded to the SIS entity admin to upload into their SIS.
  • Final Spring 2022 Reassessment Student Data file only available through PAN under the district level entity.
  • The individual Student Report is available in English and Spanish only. The individual Spanish Student Reports are available electronically under the school level entity in PAN. There are 2 pages that need to be printed for parents. 
We recommend that you keep whatever documentation you used for recording students who should have been administered the Spring 2022 AZELLA Reassessment Test but were not tested, and the reason(s) why they weren't tested. You will need to use this information for the LEA Reason application  that will be made available in late summer 2022. Questions about the LEA Reason application should be addressed to the Office of English Language Acquisition Services (OELAS)

Don't forget to exit EL students from the 2021 - 2022 school year EL program services. Use the table below for reference. This must be entered into your SIS and synchronized with AzEDS. Questions about existing students from EL Program Services for 2021 - 2022 school year needs to be addressed to micky.gutier@azed.gov.

2021 - 2022 AZELLA Placement Test Data

The electronic reports and the cumulative Student Data File (SDF) need to be downloaded from PearsonAccessNext and save everything. The SIS administrator needs to upload the SDF layout and cumulative file into your SIS and synchronize it to AzEDS before June 30, 2022.

AZELLA Kindergarten Placement Test Materials

The current Kindergarten Placement Test (KPT) materials, version 2017, will be retired after May 13, 2022. Therefore, these materials except for the used KPT Response Sheets, must be returned to Pearson after May 13, 2022. Pearson will provide boxes, shipping labels, and inventory sheets within the coming weeks. If you have KPT materials in your inventory, please be sure to complete the Pearson survey by May 13, 2022. This is information that Pearson will use to send out the return shipping materials.

Below are images of the materials that must be returned to Pearson this month. You may keep the plastic hand pointers, stickers, and AZELLA bags to use again next school year. Do not return the USED KPT Response Sheets. As you conclude spring cleaning this year, if districts and schools find older AZELLA test materials, all Stages I-V, those need to be returned to Pearson at this time. Please do NOT return the Stage II Placement Test materials (cat on the cover) because they will be used again for the 2022-2023 school year.

EL70 - AZELLA Student Test History Report

You may have noticed one or both new additions on the EL70 - AZELLA Student Test History Report.
  1. In the Student Demographics section, the "Home Language" has changed to the "Home Language Survey" (HLS) responses. As LEAs enter the HLS responses into the Student Information System (SIS) and synchronize this data with AzEDS, the parent responses will show on the students' EL70 Reports.
  • NOTE: An EL70 report that includes AZELLA test record information and/or EL Program Transaction information supersedes an all-English HLS every time, always. 
  • NOTE: When the parents include more than one language in any of the responses, the non-English language is the language that needs to be entered into the SIS.

      2. In the same place where you might see the red font message, you may see a blue font message. The red font message is a message at-a-glance that informs the reader that the student requires a new AZELLA Placement test to be administered right away. The new blue font message alerts the reader that this student should not be tested. This student is not eligible for AZELLA testing (without a Mainstream to English referral form signed by the IEP Team and the parents or guardians) and is not eligible for EL program services.

Looking Forward to 2022 - 2023 

AZELLA Forms 2022 - 2023
All the AZELLA forms and application for the 2022 - 2023 school year are in the process of being updated. When needing an AZELLA form and application, please be sure to use the one with "2022 - 2023" in the title.

AZELLA EL/SPED requests for Additional Accommodations
The request form for AZELLA additional accommodations for students with a current IEP or 504 Plan will be available on the AZELLA DTCs webpage by July 8, 2022. The 2022 - 2023 applications must be used for all requests. These requests need to be submitted by August 31, 2022. The AZELLA Placement and Spring Reassessment Tests may not be administered until ADE provides a response to the application.
  • NOTE: Depending on the volume of requests received, the ADE review process for the AZELLA Additional Accommodations requests may take several weeks, so please plan accordingly.
AZELLA Trainings and Qualifications 2022 - 2023
The Arizona Training Management System (ATMS) for the 2022 - 2023 school year is anticipated to open on July 5, 2022, for the AZELLA Annual and AZELLA Placement training modules. 

The Understand Scoring trainings and qualifications for the Kindergarten Placement Test Administrator and the Stage II Placement Writing Scorer will open on July 5, 2022.

PearsonAccessNext DTC Accounts 2022 - 2023
ADE will work with Pearson to enable AZELLA DTC PearsonAccessNext (PAN) accounts for the 2022 - 2023 AZELLA Placement Test administration only after ADE verifies that the DTC has completed the training requirements. 
  • All Annual training modules (5)
  • DTC-STC Placement training module
  • K-2 Placement training module for districts and charters that have schools that serve Kindergarten through Grade 2 students
  • 3-12 Placement Training module for districts and charters that have schools that serve Grade 3 through Grade 12 students
Districts and charters that have schools that serve Kindergarten through Grade 2 students - the AZELLA DTC must complete:
  • Understand Scoring KPT Administrator qualification
  • Understand Scoring Stage II Placement Writing Scorer qualification
2022 - 2023 Placement Test Administration
  • New refreshed KPT testing materials
  • Continue using the Stage II Placement Test materials with the cat on the cover (no changes)
  • Continue using the Stages III, IV, and V computer-based Placement Tests (no changes)
Districts and charters may begin the administration of the AZELLA Placement Test within the 2 calendar weeks prior to the first day of school when the DTC, STCs, Test Administrators, and other AZELLA staff have completed the required trainings and signed the AZELLA Test Security Agreement.

The following groups of students must be administered the AZELLA Placement Test within the first two calendar weeks (or within the two weeks prior to the start) of the 2022 - 2023 school year:
  • Students who received an incomplete or "Undetermined" AZELLA record from the 2021 - 2022 school year
  • Students who should have been administered an AZELLA test during the 2021 - 2022 school year but were not tested
  • Students who have the red font message on the EL70 Report
  • Students associated with EL Group 8 on the EL73 Report
    • NOTE: Students will not show on the EL73 Report until the district has synchronized their school enrollment to AzEDS. 
AZELLAology

What is it?  AZELLAology is an informal weekly conference call with ADE's AZELLA Team to respond to AZELLA District Test Coordinators' frequently asked questions (FAQ's) and to provide information about specific AZELLA topics. The video conference call provides an opportunity for the AZELLA Team to "show" where to find information and how to complete an AZELLA task. DTCs have been able to share with other DTCs what they do for a successful AZELLA year. New and veteran AZELLA DTCs have commented about the value of these weekly sessions.

When is it? On scheduled Tuesdays from 8:00 - 9:00am

Where is it? The conference calls are virtual through Microsoft Teams.

How do I join the call? Please use the link that is in the AZELLAology section of the AZELLA DTCs webpage. There is also an option to call in.

Do I have to have my camera turned on during the presentation? No, you are not required to turn on your camera during the call.

Is attendance and participation mandatory? No. You may come and go during the call as needed.

Are the weekly sessions recorded? No. These sessions are informal. When the AZELLA Team presents information through PowerPoint slides, the presentation can be shared with the attendees.

Is there an agenda? When specific AZELLA topics will be discussed during the call, the calendar and topics are posted in the AZELLAology section of the AZELLA DTCs web page.

On March 16, 2022, the 2019 High School Transcript Study (HSTS) was released. National Center for Education Statistics (NCES) collected and analyzed transcripts from a representative sample of America's public and private high school graduates who participated in the National Assessment of Educational Progress (NAEP). The study examines the types of courses 2019 high school graduates took during high school, how many credits they earned, and the grades they received. Transcripts collected for the study constitute a nationally representative sample of 47,000 high school graduates from about 1,400 public and private schools.   • The number of credits earned by high schools graduates was higher in 2019 compared to 1990 and 2009.
  • High school graduates earned more credits in English language and literature, mathematics, and life and physical science courses in 2019 compared to 2009, and 2019 marked the first time that high school graduates were averaging more than 4 credits in mathematics. However, graduates earned fewer credits in world language and literature courses in 2019 compared to 2009.
  • The overall average GPA earned by high school graduates in 2019 rose to 3.11, the highest mark among the reported years.
  • Female high school graduates earned a higher average overall GPA than male graduates in 2019, female graduates had an average overall GPA of 3.23 in 2019, which was higher than male graduates' average overall GPA of 3.00. The female-male average overall GPA gap in 2019 (0.23 points) was higher than the gap in 2009 (0.20 points).
  • Female high school graduates earned more credits in academic courses than male graduates in 1990, 2000, 2009, and 2019. 
  • The 2019 average overall GPAs of high school graduates in the four reported student racial/ethnic groups (White, Black, Hispanic, Asian/Pacific Islander) increased compared to each year for which there is GPA data (1990, 2000, and 2009). The gaps in average overall GPA between White high school graduates and graduates in other reported student racial/ethnic groups did not change significantly in 2019 compared to 2000 and 2009, though both the 2019 White-Black and White-Hispanic average overall GPA gaps have increased compared to 1990.
  • High school graduates in all reported racial/ethnic groups earned more credits in academic courses in 2019 than in 2009.
  • Compared to 2009, scores declined in NAEP mathematics for all high school students and for those graduates who attained a mid-level or rigorous curriculum.
  • The 2019 high school graduates whose highest level ninth-grade mathematics course completed was either Algebra I or Geometry had lower average NAEP mathematics assessment scores compared to 2005 and 2009 graduates.
  • High school graduates who attained a rigorous curriculum level scored, on average, at the NAEP Proficient achievement level on the NAEP twelfth-grade science assessment.
