Dear Neighbor,
You are receiving this notice because your property is adjacent to, or shares access with, Tualatin Valley Water District (TVWD) properties located at 18755 and 18888 SW Kemmer Road, where survey work will occur during the week of July 27, 2026.
Surveying is being completed now so engineers can better understand existing site conditions and develop a design that minimizes impacts on neighboring properties whenever possible.

What should you expect?
During the week of July 27, you may see survey crews working weekdays between 7 a.m. and 6 p.m.
Most of the work will take place on TVWD property. However, because several neighboring homes share driveways or property boundaries with TVWD, surveyors may also need to work up to 20 feet beyond TVWD’s properties near shared driveways, fence lines, and property corners to accurately determine property boundaries and document existing conditions.
You can expect:
- No interruption to your water service.
- Surveyors wearing high-visibility safety vests and carrying surveying equipment.
- Driveways and access to homes will remain open at all times.
- Individual properties will likely only see survey activity for a short period during the week.
- No construction or excavation.
- Temporary paint marks, flags, or stakes used as survey reference points. These help crews complete their work and are not an indication that construction is beginning.
- Survey vehicles and equipment staged on TVWD property whenever possible.
- You do not need to be home during the survey.
If temporary access near or onto private property is needed to complete a boundary survey or obtain measurements, crews will minimize the time spent there and work respectfully around existing landscaping and improvements.

Why are surveyors in the area?
The information collected helps engineers:
- Accurately design the new facilities.
- Locate existing utilities and property boundaries.
- Identify potential challenges before construction.
- Reduce future construction impacts whenever possible.
- Ensure new facilities are built in the correct location.
What is the Cooper Mountain Pump Station and Reservoir 3 Project?
TVWD is planning improvements to increase the reliability and resilience of the Cooper Mountain water system. The project includes work at two existing TVWD properties:
- Construct a new replacement pump station.
- Install a backup emergency generator.
- Build a new 2-million-gallon concrete water reservoir.
- Install underground waterlines connecting the new facilities to the existing water system.
- Construct a stormwater detention facility.
- Install new fencing and landscaping.
- Remove the existing pump station after the new facilities are operational.
What happens next?
The information collected during these field investigations and surveying will be used to complete project design, obtain permits, and prepare for construction.
The current project schedule (subject to change) is:
- Design: Summer 2026
- Land Use Review: Fall 2026
- Permitting: Spring 2027
- Bidding: Summer 2027
- Construction Begins: Fall 2027
- Project Complete: Winter 2028–29
What will this mean for neighboring properties?

Those details are still being developed as part of the design process. The information collected during surveying helps TVWD identify opportunities to reduce impacts wherever possible before construction begins.
As the project advances, TVWD will continue working with neighboring property owners and provide regular updates. Before construction starts, we will share information about:
- Construction schedules and work hours.
- Expected traffic and driveway impacts.
- Temporary road or lane closures, if needed.
- Any anticipated water service interruptions.

These improvements will strengthen the system during emergencies such as earthquakes and severe weather while continuing to provide safe, reliable drinking water and dependable fire protection for years to come.
