UI Division Hosts First MyUI Employer+ Webinar, Previews New System Features |
This fall, the UI Division is launching a new version of MyUI Employer called MyUI Employer+. To prepare employers for the change, the first of several webinars was held on August 17th, which featured an introduction to the system's new self-service functionalities and much more! A recording of the first MyUI Employer+ webinar is available on our website, and CDLE's YouTube Channel. Recording, presentations, and Q&A material from each webinar will be available via the MyUI Employer+ webpage.
Due to overwhelming interest from third party administrators (TPAs), we will be hosting future sessions specifically for TPAs in addition to our general employer sessions. All employers, TPAs, and leasing companies are welcome to join any future MyUI Employer+ webinars.

Revised Guidance on Responding to Fact-Finding Requests in Cases of Fraud |
When an Unemployment Insurance claim is filed using the identity of one of your employees, you receive a fact-finding questionnaire requesting information about the job separation via email or USPS.
If the identified employee still works for you, please DO the following:
- Complete the questionnaire you received and indicate that the claim is fraudulent.
- Submit an Identity Theft Employer Report on our website.
- Have affected employee(s) submit an Unemployment Identity Theft Report on our website.
- Learn more about how you and your employees can help prevent fraud and identity theft.
Previous guidance instructing employers to disregard fact-finding questionnaires in suspected cases of fraud is no longer accurate. If you do not complete fact-finding questionnaires it may cause unforeseen complications with your UI account.

UI Solvency Surcharge And Employer Premium Adjustments Coming |
Employers will find a solvency surcharge applied to their 2024 rates. Per state statute, the solvency surcharge is turned on when the reserve ratio falls below 0.5%. This surcharge will turn off again when the reserve ratio exceeds 0.7%.
In addition to the solvency surcharge, The U.S. Department of Labor (USDOL) is requiring Colorado to make adjustments to employer premium contributions from 2022 and 2023. Starting with your 2024 rate notice, this change will affect the amounts paid from employer premiums into the Employment Support Fund (ESF) and the Employment Technology and Training Fund (ETTF). In rare cases, the change may also alter your percent of excess.

Office of New Americans Spotlights Efforts on Business Roundtable Podcast |
Colorado’s Office of New Americans (ONA) director Dee Daniels Scriven joined the “A Seat at the Table” podcast with Debbie Brown, president of the Colorado Business Roundtable. Director Daniels Scriven spoke about the immigrant journey, overcoming roadblocks, and how the ONA promotes economic and social integration for immigrants and refugees. The significant economic, cultural, and civic contributions New Americans offer our state, and the role the ONA plays in advancing and inclusion were also discussed in-depth. Don’t miss the stimulating conversation!
The ONA is implementing a statewide strategy to facilitate economic stability and promote successful economic, social, linguistic and cultural integration by investing in the success of immigrants in Colorado. The ONA’s Career Aligned English as a Second Language (VCESL) program is gaining popularity among employers and learners alike, with career- and sector-specific adult English language courses to support local learners. The program offers courses in more than 40 languages, with a focus on high-demand sectors including manufacturing, construction, HVAC, hospitality, and more — all free to employers and learners. How Employers Can Help Close Colorado’s Digital Divide |
Colorado employers know many of their employees need a certain amount of digital know-how to do their jobs effectively. As the need for digital skills in every sector continues to grow, the Office of the Future of Work’s Digital Equity Team is collecting responses in the Digital Equity Ecosystem Mapping (DEEM) Survey. In 2024, the Digital Equity Team is receiving a historic $20 million in digital equity funding, and hopes you will participate in funding and opportunity conversations with communities across Colorado.

New Qualifying Uses for Employer-Provided Paid Sick Leave Now in Effect |
Under the Healthy Families and Workplaces Act (HFWA), Colorado employees may take “accrued” paid sick leave for the following reasons as of August 7, 2023:
- Grieving after the death of a family member, funeral/memorial attendance, or financial/legal needs.
- The employee must evacuate their residence due to inclement weather, power/heat/water loss, or other unexpected event; or care for a family member whose school or place of care was closed.

Office of Labor Market Information (LMI) Releases Annual Occupational Employment and Wage Statistics Report |
LMI has released its annual Occupational Employment and Wage Statistics (OWES) Report. This report provides a comprehensive overview of occupational employee and wage dynamics statewide with a multitude of data tables and charts. Insights from the 2023 report include:
- Average hourly and annual wages for the top-20 occupations in Colorado
- The top-five occupations and industry groups by region
- Regional overviews of major occupations and industries
- The 20 highest- and lowest-earning occupations in Colorado
- Historical wage growth, gains and losses
- And more!

Family and Medical Leave Insurance (FAMLI) Update |
New Definition of Wages Effective January 1, 2024 |
The FAMLI Division recently adopted a change to the definition of “wages'' that will go into effect on January 1, 2024. The current (and soon to be old) definition aligns FAMLI’s definition of “wages” with the Unemployment Insurance Division’s definition of “wages.” For more information on the newly adopted rules click here.
After receiving a lot of feedback that the definition was too complicated, the Division amended the definition to make it simpler.
Under the new definition, FAMLI “wages” will mean “gross wages” and will include typical employer compensation. Premiums and benefits will be calculated using this new definition starting January 1, 2024.

We’re just a few months away from the start of Colorado’s voter-approved family leave benefits, and the FAMLI Division is heating up! The FAMLI Division just launched a special portal for health care providers that will take away the burden of paperwork when people need to step away from their jobs because of a medical condition, to care for a loved one or to bond with a new child. Health care providers can register in My FAMLI+ today and get their license verified. Visit FAMLI’s Health Care Providers Page to login and access the user guide and how-to videos. |

Do’s and Don’ts of Responding to Unemployment Insurance Claim Documents |
Here are a few tips to ensure your UI documents are processed as quickly as possible.
DO:
- Use the online portal to respond to questionnaires, file an appeal, or upload supporting documentation as one complete document when possible, rather than faxing or mailing. Mailing or faxing will extend processing times. If you absolutely must fax a document, please use the fax number listed on the form you are responding to.
- Return the barcoded CDLE form with any supporting documentation, and put that form on the top! Please do this even when sending your own forms as the barcode tells us which issue the documentation belongs with.
- Include the Claimant ID number on any pages that are not a barcoded CDLE form.
- When returning multiple forms, make sure all pages are in the proper order with the CDLE barcoded form being on top of any supporting documentation for each form.
- If you are unable to return the CDLE form, include the form’s Document ID on all pages. This can be found at the bottom left corner of the form.
- Report fraud online at https://cdle.colorado.gov/fraud-prevention rather than by mail or fax.
DON’T:
- Include a cover page other than the CDLE barcoded form when submitting documents by fax.
- Upload one page at a time for multiple page documents (submit as one complete document when possible).
- Return forms to report fraud.
- Add two claimants’ info on the same page.
